Background    
     
   

Development of the Small and Medium Enterprises (SME) is one the priorities of the Republic of Tajikistan in increasing the economic growth which is also a vital goal in the National Development Strategy 2030 of the Republic of Tajikistan. In 2018, upon Decree of the President of Tajikistan, the State Institution “Business Incubator” (BI) was established under the State Committee on Investment and Property Management responsible for development and support of private sector. The BI has also its regional office in the regions of Tajikistan to ensure balanced support throughout whole country and inclusive economic participation. In this regard, the OSCE will support the BI in improving its capacities to improve the business process and enhancing co-operation with other relevant stakeholders.

Objective

Enhancing the attractiveness of the SI “BI” events in Dushanbe and regions in terms of content development and improving co-operation of the SI “BI” with all relevant entrepreneurship-related stakeholders in Tajikistan.

     
Tasks and Responsibilities    
     
   

Under the supervision of the POiD Economic Officer and Deputy Director of the SI “BI” will be responsible for the following:

  • Develop the content plan for the activities of Business Incubator;
  • Support in conducting the SWOT analysis and elaborate preliminary recommendations for improving the business process;
  • Analyse and improve attractiveness of business events;
  • Reach new partners for co-operation enhancement with international organizations, start-upers and private sector;
  • Organize “Open Doors Day” event;
  • Participate at the discussion panel, round tables with public organizations and actively contribute to discussion and provide relevant recommendations;
  • Create database of popular speakers in the business society of the cities and country;
  • Create quality standard for the content of Business Incubator;
  • Provide relevant recommendation with regards to development of terms of references, the matrix and other related documents with – and other Business Incubator’s management;
  • Submit the final report with all developed documentation.

Deliverables and performance indicators

  • The SWOT analyses conducted, recommendations based on the findings elaborated and presented to the stakeholders;
  • Recommendations on attractiveness of business events and content-related information is developed;
  • The Matrix of Content Plan for the Business Incubators  developed;
  • Recommendations on improving Content in Business Incubator is provided;
  • Database of potential speakers and start-upers is developed;
  • Submitted report on work done related to the assignment, comprising of detailed activities undertaken and outlining progress achieved in relation to the objectives of assignment, also stating challenges and constraints.
     
Necessary Qualifications    
     
   
  • Master’s Degree in management, economics, international relations or other relevant education;
  • Minimum 4 years of proven experience in conducting analysis of business processes, management, previous experience in carrying out similar assignments is preferable;
  • Experience and understanding of the principles of the business climate and knowledge in the field of business incubators and servicing the entrepreneurs;
  • At least 4 years of demonstrated experience in working with the government institutions and private sector representatives; Ability to hold discussions with government officials, representatives of state agencies and the private sector;
  • Having skills and knowledge to the modern information technologies and to the analysis of statistics data;
  • Knowledge of the legal and normative documents requiring for establishments of the State Institutions, state owned enterprises and etc.;
  • Good communication and analytical skills and excellent skills for preparation of reports;
  • Knowledge of Tajik, English and Russian is mandatory.

Remuneration Package    
     
   

The consultant will be remunerated commensurate with consultant¡¦s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.

Consultancy period: April – September 2021 (6 months)
