In line with its activities related to support of the Working Group of the Committee on Trade Facilitation and as a follow-up activity from 2020, the OSCE Programme Office in Dushanbe (POiD) intends to support the Ministry of Economic Development and Trade of the Republic of Tajikistan (MEDT) in improving the Tajikistan’s Trade portal of the Coordination Committee for the Simplification of Trade procedures. The Trade Portal’s launch took place in April 2019 and is available for the public. This tool is aimed to facilitate trade and investment operations for foreign and domestic representatives of private sector. The electronic tool allows publishing detailed online information on trade procedures in Tajikistan. Procedures will be described step-by-step and show all relevant contacts, forms, requirements, costs, duration, ways of recourse and legal basis. The activity will be implemented for the period of May-October and includes provision of support to the MEDT by the POiD through hiring one National expert to expend and improve the existing platform by updating and adding the necessary information into the portal and support the Portal’s Working Group in enhancement of its operation.
Objective
The OSCE Programme Office in Dushanbe therefore, requires the services of the National consultant to support the MEDT to expend and improve the existing Tajikistan’s Trade Portal by updating and adding the necessary information into the portal for the period of May-October 2021. The consultant will maintain the Tajikistan Trade Portal and provide expertise support for enhancement of operations of the Working Group on Improvement of Tajikistan Trade Portal (WG), thus keeping the information in the Portal relevant, facilitating the work and ensuring effectiveness of the Working Group’s activities.

Tasks and Responsibilities |

|
Under the direct supervision of the POiD Economic Officer and the Head of WTO Affairs Department of MEDT, the National expert will closely work with the Coordination Committee for the Simplification of Trade procedures of the MEDT and other relevant stakeholders and will be responsible for following tasks:
Update of the Trade Portal
- Reach out to relevant stakeholders, including private sector to collect relevant information and interests, by ensuring efficient flow of information and effective collaboration;
- Integration of 53 export, import and transit procedures of the Tajikistan’s Trade Portal into the Single Window System;
- Update of trade related normative legal acts, forms, responsible government authorities, trade statistics and inclusion of new market analysis tools within the Trade portal;
- Cooperate with the relevant stakeholders and private sector representatives on recommendation for reduction of the steps and inclusion of new types of goods;
- Provide recommendations on reduction of steps of export, import, transit, re-export and re-import procedures of the Tajikistan Trade Portal.
Expertise support for enhancement of operations of the WG on Improvement of Tajikistan Trade Portal
- Provide recommendation on topics and support in preparation of the agenda for the WG in close coordination with the Executive Secretary (Head of the WTO Affairs Department);
- Support and provide technical guidance for the WG Members on development of recommendations and reform proposals;
- Finalize the recommendations report on facilitation of import and export procedures with the CCFTP Members and forward it for approval to the Chair of the Committee;
- Actively participate at the WG and contribute to discussions with relevant recommendations;
- Enhance the awareness raising of the trading community on the activities and achievements of the WG towards Tajikistan’s Trade Portal by distribution of the press-releases on WG meetings;
- Coordinate the organizational modalities of the WG meetings and events;
- Produce the outcome reports with recommendations based on the results of WG meetings, and monitor the implementation of the recommendations and decisions of the WGs;
- Present Tajikistan Trade Portal during the thematic workshops and conferences (including online) for the public and private sectors in the cities and regions of the Republic of Tajikistan;
- Consolidate and synthesize WG recommendations (Report on facilitation of import and export procedures of certain products) to be presented to the CCFTP Members for review, comments and/or endorsement.
Deliverables and performance indicators
The consultant will conduct his/her work from home and in certain occasions from the Ministry of Economic Development and Trade of the Republic of Tajikistan. In addition, the consultant will be sent to the ministries and agencies in order to gather and approve relevant information for the portal.
- At least 50 meetings (including over the phone) with private and public sector are conducted in order to detect bottlenecks of the portal and present them during the WG meetings;
- The Agenda with relevant topics and supporting documentation (scenario, presentations, questions, invitations) for the WG meetings on improvement of the portal issues are prepared, approved by the WG Chairman and shared with WG Members in a timely manner;
- The Report on facilitation of import and export procedures of certain products is produced and confirmed by the relevant ministries, agencies, private sector and forwarded for revision to the Government of the Republic of Tajikistan;
- 4 WG meetings are successfully organized and facilitated. The outcomes of the meetings are prepared, confirmed by the Chair of the WG and forwarded for further implementation to the WG Members;
- 53 export, import and transit procedures of the Tajikistan Trade Portal are integrated within the Single Window System;
- Updated Tajikistan Trade Portal with new trade related normative legal acts, forms, responsible government authorities, trade statistics and new market analysis tools;
- 4 monitoring reports delivered on the implementation of the WG decisions are sent to the management of the CCFTP;
- Submitting report on work done related to the assignment, comprising of detailing activities undertaken and outlining progress achieved in relation to the objectives of assignment, also stating challenges and constraints.

Necessary Qualifications |
|
|

|
- University degree in Economics, International Trade, Law, Business Management or related fields;
- Minimum 5 years of professional experience in the field of economic development;
- Knowledge of WTO’s Trade Facilitation Agreement, Republic of Tajikistan’s obligations, functions of the Coordinating Committee on Facilitation of Trade Procedures and other issues related to WTO;
- Experience in web site development, its maintain and update, processing and collecting information;
- Excellent research and technical writing skills, advanced knowledge of Tajikistan’s economy and trade;
- Excellent communication skills and teamwork;
- Advanced skills in Microsoft Office tools and online databases;
- Professional fluency in the Tajik, Russian and English languages, both oral and written.

Remuneration Package |

The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
