Background:
Under the project “Support the protection of children and minors form trafficking and labour exploitation”, funded by the Italian Government, the OSCE Presence in Albania supports Albanian institutions to enhance efforts for the prevention of child labour and trafficking through a multidimensional approach. The project is conducted in partnership with the State Agency for the Rights and Protection of the Child, the Ministry of Interior and the municipalities of Tirana, Durrës, Shkodra, Elbasan, Korça, Vlora, Fier. The project envisages support in the upgrade of the legal and policy framework, capacity building for child protection and law enforcement institutions at central and local levels as well as promoting access to vocational education for children vulnerable to trafficking. Building upon the objectives of the National Agenda for Children’s Rights 2017-2020 as well as the Law 18/2017 “On the Rights and Protection of the Child”, the project will support the State Agency for Rights and Protection of the Child to draft the Action Plan 2018-2020 “For the Identification and Protection of Children subject to labour exploitation, including children in street situation”. The Action Plan will take stock of the updated legislation and policy frameworks as well as the newly adopted General comment 21 on children in street situation by the UN Committee on the Rights of the Child; the results of the implementation of the Action Plan for the Protection of Children in Street Situation (2014-2017), while reflecting the objectives of other policy documents in the fields of child protection and anti-trafficking.
Task and responsibilities:
The Presence requires the service of a national consultant to draft the Action Plan 2018-2020 “For the Identification and Protection of Children subject to labour exploitation, including children in street situation”. The incumbent will work in close synergy with the State Agency for the Rights and Protection of the Child and the OSCE Presence to complete the tasks in the following sequence:
1. Desk review: Analyze the international and national legal and policy frameworks regarding the protection of children from economic exploitation, including children in street situation with the scope of identifying the key objectives of the Action Plan; analyze the reports on the implementation of the Action Plan for the Protection of Children in Street Situation (2014-2017).
2. Consultation meetings and events: Conduct interviews and observations with the Head of the State Agency for the Rights and Protection of the Child, the Ministry of Interior, the State Social Services, the State Labour Inspectorate, NGOs to discuss current challenges in the child protection system as specifically related to the protection of children from economic exploitation, including children in street situation. Participate in two consultation meetings planned during the consultancy time frame (to be organized by the OSCE Presence); Propose issues to be discussed in these meetings, provide feedback in the meetings and collect recommendations.
3. Draft Action Plan: Provide a draft Action Plan focusing on the key findings of the desk review and the consultations. Include recommendations for innovative approached in addressing the phenomena of children’s economic exploitation and children in street situation, through a multi-stakeholder approach.
4. Final Action Plan: Incorporate all written and oral feedback and provide a final draft to the Presence and the State Agency for the protection of Children’s Rights.
Necessary Qualifications:
- Advanced University degree in Law, Development and Social Sciences; - Minimum of 10 years of professional experience as researcher and/or author of policy or other related documents in the areas of child protection or child trafficking; - In-depth knowledge of the international and national legal framework in the areas of child protection, child labour, human trafficking; - Demonstrated ability to set goals, plan activities, work independently and in a team; - Excellent organizational, communication and interpersonal skills; - Ability to work with minimal supervision.
Remuneration:
The remuneration shall be paid in 2 instalments upon assessment and approval of the in charge Department (GEEID): - 30% of the agreed total remuneration upon delivery and acceptance of tasks 1 to 3;- 70% of the agreed total remuneration upon delivery and acceptance of tasks 4.
