As an integral part of its broader mandate to promote and protect the rights of communities, the OSCE Mission in Kosovo (the Mission) supports and advocates for the sustainable return and other durable solutions for persons displaced from Kosovo.
One of the findings and main recommendations made in the Mission’s 2014 report on voluntary returns is for institutions in the Western Balkans to improve co-ordination in order to assist displaced persons from Kosovo to find durable solutions either in Kosovo, or in their place of displacement. In this context through the 2014 UB Project ‘Enhancing the sustainable reintegration of returnees and repatriated persons’, 2015 UB Project ‘Enhancing the sustainable reintegration of returnees and repatriated persons – II’, and 2016 UB Project ‘Advancing Community Rights in Kosovo’, the Mission has organized 11 meetings since 2014 involving key representatives from Prishtinë/Priština, Belgrade, Podgorica, and Skopje. The conferences resulted in the adoption of three Joint Communiqués in which institutions committed to beginning a process of regional co-operation in order to address the issues of displaced persons from Kosovo by establishing a Technical Working Group and a High-level Forum. Additional three documents were also adopted including a concept note, terms of reference for the work of the technical working group, and agreed measures to be implemented by institutions under the agreed thematic issues. The third Joint Communiqué adopted in Belgrade in June 2016 affirmed the end of the conceptualization stage and signalled the move towards implementation. In Kosovo, this resulted in the creation of a joint MCR-UNHCR-OSCE Task Force on the Implementation of the Skopje Process Action Points. The Mission is the leading institution for supporting the Technical Working Groups on Property Rights and on Security, Dialogue and Reintegration whilst the United Nations High Commissioner for Refugees (UNHCR) is responsible for supporting the implementation of the Working Groups on Personal Documentation, Data-Management and Solutions Planning.
To provide continued support to the ‘Skopje process’, in 2017, the Mission in cooperation with UNHCR Kosovo plans to organize two further regional meetings gathering representatives of the institutions from Prishtinë/Priština, Belgrade, Podgorica, and Skopje. One meeting should take the form of a High-level Forum, and the other of a Technical Working Group. The key focus will be placed on the implementation of Action Points inside Kosovo. The Ministry for Communities and Returns (MCR) is the Prishtinë/Priština institution responsible for the co-ordination of implementation in Kosovo. However, due to a lack of capacity and expertise, it has requested assistance and support from UNHCR and the Mission. To this end, the Mission is seeking to hire a local consultant who will under the supervision of the Chief of the Communities Section during the period of September to December 2017 support the implementation of Action Points and the organisation and facilitation of the two regional meetings
Objective
The consultant’s work will be vital in achieving:
- Liaison among key stakeholders, including four sets of institutions, several international organizations, and Kosovo institutions relevant to the field of Security, Dialogue and Reintegration, working smoothly in support of increased exchange of information and effective co-ordination
- Co-ordination and facilitation of at least five ‘Implementation Meetings’ on Security, Dialogue and Reintegration
- Implementation of at least two (2) Action Points from the Technical Working Group on Security, Dialogue and Reintegration
At least two regional meetings successfully implemented

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the supervision of the Chief of the Communities Section, the incumbent performs the following functions:
- Keep abreast of developments related to human rights and community rights issues in Kosovo, especially relevant to displacement from Kosovo within the Western Balkan region and implementation of returns and durable solutions programme in the region
- Establishes and maintains regular contacts with key interlocutors relevant to displacement within the Western Balkan region, for the purposes of the follow up to the High Level Regional Conference on Durable Solutions for Displaced Persons from Kosovo and the commitments made in the Joint Communiqué issued at that event
- Co-ordinates and shares information appropriately within the Communities Section and the Mission, as well as with OSCE Missions in Belgrade, Podgorica and Skopje, as well as with relevant international organizations such as UNHCR, the EU, etc.
- Supports the organization and coordination of a series of technical and high-level meetings related to return and displacement in the region
- Supports the Ministry for Communities and Returns in co-ordinating five (5) ‘Implementation Meetings’ in Kosovo on Security, Dialogue and Reintegration
- Supports the Ministry for Communities and Returns and other Kosovo institutions in implementing the Action Points from the Technical Working Group on Security, Dialogue and Reintegration
- Supports the organization of events, including planning, related correspondence and communication, logistical co-ordination, project financial administration and reporting, liaison with service providers, etc.
- Contributes to awareness-raising on the regional initiative on ‘durable solutions for persons displaced from Kosovo’ and undertakes media monitoring of relevant coverage and developments
- Contributes to and/or undertakes the development and production of reports and analysis relevant to the regional initiative including project-related follow-up documents, meeting reports, etc.

- A progress report, supplemented with a timesheet and any agendas, official invitations, preparatory documents, minutes of meetings, report of meetings and conclusions, translations of all relevant documents for any Technical Working Group meetings, High Level Conferences, and ‘implementation meetings’ on Security, Dialogue and Reintegration – to be delivered at the end of the second month of the assignment
- A progress report, supplemented with a timesheet and any agendas, official invitations, preparatory documents, minutes of meetings, report of meetings and conclusions, translations of all relevant documents for any Technical Working Group meetings, High Level Conferences, and ‘implementation meetings’ on Security, Dialogue and Reintegration – to be delivered at the end of the third month of the assignment
- A progress report, supplemented with a timesheet and any agendas, official invitations, preparatory documents, minutes of meetings, report of meetings and conclusions, translations of all relevant documents for any Technical Working Group meetings, High Level Conferences, and ‘implementation meetings’ on Security, Dialogue and Reintegration – to be delivered at the end of the fourth month of the assignment
Performance Indicators
The Consultant’s work will be assessed on the following basis:
- Documents produced by the consultant for each meeting are delivered to supervisor according to agreed deadlines and format, and with a consistently high quality
- All relevant stakeholders have been identified and received information on the regional initiative; key stakeholders have received regular updates on developments and regularly participate in regional meetings and activities related to the regional initiative
- All relevant stakeholders have been consistently invited to and participated in ‘implementation meetings’ on Security, Dialogue and Reintegration.

Necessary Qualifications |
|
|
|
|

|
- First-level university degree, preferably an advanced-level degree, in Political science, International Relations or Human Rights Law subjects (Postgraduate university degree, in Political Science, International Relations, or Human rights Law is desirable)
- Minimum of five (5) years of working experience in a professional or academic capacity; at least two (2) year’s work experience with an international organization; prior knowledge of the Mission’s administrative procedures is desirable
- Minimum of two (2) years’ work experience in project management
- Solid knowledge of human rights, especially relating to the rights of refugees and IDPs and issues pertaining to security, dialogue and reintegration
- Experience in organising events is essential
- Experience of liaising with senior government interlocutors and with international and regional organizations and NGOs would be a strong asset
- Excellent spoken and written English and Serbian language, including drafting ability; additional knowledge of Albanian language would be an asset
- Ability to work with people of different nationalities, religions and cultural backgrounds
- Pro-active approach and ability to work in a team essential
- Advanced computer skills, fully competent use of Microsoft packages, especially Excel
- A valid driving license.
