Background    
     
   

The OSCE Mission to Skopje (OMSk) is implementing the Extra Budgetary (EXB) Project: “Assisting the National Authorities of the Republic of North Macedonia to Decrease the Risk of Weapon Proliferation and Misuse of Small Arms and Light Weapons (SALW)” (hereafter “the Project”). The project aims at supporting country’s efforts to implement international commitments in the field of preventing and combating SALW proliferation and by this to contribute to security and stability in the country. A Project Coordinator leads the Project Implementation Team (PIT) with the professional support and assistance of consultants.

With the aim to strengthen the PIT’s capacity related to the project, the OMSk seeks to engage one National Consultant to support the development of the Standard Operational Procedure (SOP) for data collection, analysis, tracking and reporting, particularly by drafting the provisions of the SOP and providing inputs for harmonization of the draft SOP with the national and international best practices.

     
Tasks and Responsibilities    
     
   

Under the guidance of the Project Coordinator (PC), in cooperation with the members of the PIT, an international consultant and the established Working Group (WG), the Consultant carries out a range of tasks with regards to the development of the SOP on data collection, analysis, information tracking and reporting of the National SALW Commission (the Commission). The SOP will provide guidance to the Commission how to collect, analyse, track and report SALW related data in an efficient, standardized and unified way.

More specifically, the Consultant will:

  1. Become familiar with the project objectives, detailed tasks and the relevant documents (regulative framework) which are required for performing the tasks successfully;
  2. Review and discuss as part of the established WG, the existing data collection methodology and proposals for developing new SOP;
  3. Together with the International Consultant, provide advice about the proper and standardized collection of analytical data and the principles of efficient data management, and provide guidance to the WG members on the development of the SOP, using national and international best practises;
  4. Based on the discussions and recommendations of the WG, the Consultant will develop the first draft of the new SOP, review the draft within the WG, incorporate the accepted modification suggestions and finalize the draft of the SOP within established time frame;
  5. Elaborate the draft agendas, the discussion points and the recommended methodology for the WG meetings; take notes about the discussions and the outcomes of the sessions;
  6. Co-operate closely and share the elaborated material on a regular basis with the PIT. During the development of the draft, suggestions and proposals from WG should be taken into consideration;
  7. The final document shall be developed in English and in Macedonian language and the Consultant will co-operate with the external translator as required.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • First-level university degree in a relevant field;
  • Minimum 5 years’ experience to work with the National SALW Commission or other intergovernmental Commissions;
  • Strong knowledge and comprehension of international and national regulations and best practises related to SALW related data analysis and data collection;
  • Excellent verbal and written communication skills in Macedonian and in English;
  • Ability to gather and interpret information from various sources;
  • Proven record of working with minimal direct supervision, exercising independent judgment and taking initiative in a number of complex and sensitive areas. 
  • Strong analytical and interpersonal skills;
  • Knowledge about SALW activities at the MoIA is an advantage;
  • Relevant experience in developing regulations, rulebooks, guidance etc., with national and/or with international organization is an asset.

Remuneration Package    
     
   

For the services provided, the Consultant will be remunerated for 100 EUR per day for a total engagement of up to 30 working days.

Payment will be done in 3 instalments, upon successful completion of tasks and responsibilities, as per the Terms of Reference.

The foreseen period of engagement is from 01 October 2021 to 30 June 2022.

The appointment to the post will be subject to a successful security check performed by the Ministry of Internal Affairs.
