Background | ||
Ensuring the proper operation of the hydro-technical facilities in Tajikistan is highly prioritized for the avoidance of irreversible damages to infrastructure, properties, natural environment and human health. To this end, in December 2010 the Tajik government adopted a new Law on the “Safety of Hydraulic Structures.” For the implementation of this legislative document, the government has established in September 2014 the State Control Service for the Safety of Hydraulic Structures at the Ministry of Energy and Water Resources (MEWR) of the Republic of Tajikistan. The State Service is an institution, which aims at regulating the safety of hydraulic structures within the territory of Tajikistan, as well as enforcing the state control in these systems. For the last few years, OSCE Programme Office in Dushanbe (POiD) supported MEWR in hiring a group of national experts to develop rules for the establishment and capacity building of the State Service. A series of normative and legal documents were developed and revised. In additional the web site was developed and supported by the Office. In this context, The OSCE POiD will continue to assist the State Service in capacity building events through a three days training on mobile laboratory equipment. In this regard, two national experts will be hired to develop a practical guide, based on the manuals on how to operate the equipment. The experts will be hired for three months from April until July 2018. Objective: In 2016 and 2017 the Office supported a group of national experts with purpose to revise the earlier developed documents and develop the new necessary ones. The OSCE POiD will continue to assist the State Service in capacity building events through a three days training on mobile laboratory equipment. In this regard, two national experts will be hired to develop a practical guide, based on the manuals on how to operate the equipment. In this context, the OSCE will continue to assist the State Service in the development of a practical guide on mobile laboratory equipment. |

Tasks and Responsibilities | ||
A national consultant is expected to undertake the following tasks and responsibilities: 1. Development of the manual for the use of mobile laboratory equipment: - Echometer Model JJ-conect fisherman Wireless 2; - Thermal imager Model Fluke TI 9; - Vibrometer Model PCE VM 5000; - Microcomputer flow meter and speedometer MKRS; - Ultrasonic defect scope Model A1212M; - Concrete ultrasonic tester in basic kitting Model UK 1401. 2. The design of the practical guide of mobile laboratory equipment (Form A5); 3. Translation of the practical guide on mobile laboratory equipment from Russian into Tajik. Expected Output/Deliverables:

Remuneration Package | ||
The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. | ||
