Background    
     
   

Ensuring the proper operation of the hydro-technical facilities in Tajikistan is highly prioritized for the avoidance of irreversible damages to infrastructure, properties, natural environment and human health.

To this end, in December 2010 the Tajik government adopted a new Law on the ¡§Safety of Hydraulic Structures.¡¨  For the implementation of this legislative document, the government has established in September 2014 the State Control Service for the Safety of Hydraulic Structures at the Ministry of Energy and Water Resources (MEWR) of the Republic of Tajikistan.

The State Service is an institution, which aims at regulating the safety of hydraulic structures within the territory of Tajikistan, as well as enforcing the state control in these systems.

For the last few years, OSCE Programme Office in Dushanbe (POiD) supported MEWR in hiring a group of national experts to develop rules for the establishment and capacity building of the State Service. A series of normative and legal documents were developed and revised. In additional the web site was developed and supported by the Office.

In this context, The OSCE POiD will continue to assist the State Service in capacity building events through a three days training on mobile laboratory equipment. In this regard, two national experts will be hired to conduct a three days training including theoretical and practical aspects of Safety of Hydro Technical facilities. The experts will be also responsible for development of the practical guide, based on manuals on how to operate the equipment. The experts will be hired for three months from 01.09.2018 until 30.11.2018. One and half month for development of the practical guide and one and a half month for development of the draft program of the training, selection of the participants and other preparations to the event.

Objective

In 2016 and 2017 the Office supported a group of national experts with purpose to revise the earlier developed documents and develop the new necessary ones. The OSCE POiD will continue to assist the State Service in capacity building events through a three days training on mobile laboratory equipment. In this regard, two national experts will be hired to develop a practical guide, based on the manuals on how to operate the equipment and conduct the aforementioned training.

     
Tasks and Responsibilities    
     
   

A national consultant is expected to undertake the following tasks and responsibilities:

1) Development of the practical guide for the use of mobile laboratory instruments:

  • Durometer Model Temp 4;
  • Manometer Model Testo 312-4;
  • Ultrasonic measuring instrument of thichnees Model Bulat;
  • Microcomputer flow meter and speedometer MKRS;
  • Tacheometer Nicon DTM 322+;
  • Registrar of seismic signals Delta-03+seismic detector A0531;
  • The design of the manual on the use of mobile laboratory instruments (Form A5);

2) Development of Program for training workshop on mobile laboratory:

  • Draft Program for Training;
  • List of Participants;
  • Organization of other preparation arrangements for the training;
  • Provide training on: - Durometer Model Temp 4; - Manometer Model Testo 312-4; - Ultrasonic measuring instrument of thichnees Model Bulat; - Microcomputer flow meter and speedometer  MKRS; - Tacheometer Nicon DTM 322+; - Registrar of seismic signals Delta-03+seismic detector A0531.
     
Necessary Qualifications    
     
   
  • Masters or equivalent bachelor¡¦s degree in hydraulic engineering, with knowledge of geo-techniques;
  • Experience with assessment of dam safety equipment ¡V regarding dam failure and flood wave analysis;
  • Experience in producing of similar practical guide, conduction of the training and ability to collect and compile the information;
  • Experience in design development of the practical guide and arrangement of the similar trainings;
  • Excellent writing skills in Tajik and Russian;
  • Authorization / accreditation by a relevant institution will be desirable;
  • Excellent communication and analytical skills;
  • Fluency in Tajik and Russian are much desired for this consultancy. Knowledge of English would be an asset.

Expected Output/Deliverables:

  • The draft practical guide will be reviewed by an Expert of the Ministry of Energy and Water Resources before their submission to the OSCE POiD;
  • The practical guide will be submitted for review to Ministry of Energy and Water Resources by  October 15;
  • After the final approval of the Ministry of Energy and Water Resources the practical guide will be submitted to OSCE POiD;
  • The draft program of the training should be discussed with the Ministry of Energy and Water Resources and then to be agreed with the POiD by October 30;
  • Training will be conducted around 15 November;
  • Final report to be submitted to the Water Management and Energy Security by 30 November;
  • Monthly progress reports will be submitted through the Ministry of Energy and Water Resources to OSCE POiD.

Remuneration Package    
     
    The trainers will be remunerated commensurate with the trainers experience and qualifications in accordance with the OSCE established rates. Applicants should indicate whether they wish to be included into the OSCE Roster of experts for similar assignments.
