Background:
The Presence has supported the strengthened role of the Albanian Parliament and its capacity building in performing the core functions since 2002, using a multi-year and multi-angle approach. Based on previous support the Presence has provided to the Albanian Parliament, Switzerland is committed to entrust the Presence with extra-budgetary contribution for a four-year long project “Support to Parliament and Civic Education in Albania”. In order to determine the work to be carried out during the four-year period, an inception phase of a few months is necessary to re-confirm the areas for support and ensure multi-stakeholder partnership and endorsement. The inception phase will enable the Presence to carefully design as well as sequence the concrete support for the long-term project. The general areas of intervention for the four-year project are:
• Outcome 1: Parliament administration fulfils its functions in an efficient and effective way.
• Outcome 2: Parliament improves its legislative, oversight and representation functions by better representing their constituents and holding the executive branch accountable.
• Outcome 3: Citizens claim their space in democratic developments of the country, are prepared in holding MPs accountable, and are active in influencing reforms.
The Presence is recruiting one senior national consultant during the inception phase to conduct a comprehensive gender analysis. The gender analysis will highlight the differences between and among women and men in terms of their relative distribution of resources, opportunities, constraints and power in the context of parliamentary democracy in Albania. Angles that will have to be taken into consideration are gender roles, women’s needs and interests, participation, voice and decision making as well as access to resources. The gender analysis will represent the starting point for gender mainstreaming of all components planned for the four-year project. The gender analysis will enable the development of responses within the project that are better suited to remedy gender-based inequalities and meet the needs of different population groups. The gender analysis will help assess the relevance, effectiveness and sustainability of the focus and interventions planned under the four year project.
Task and Responsibilities:
The consultant is expected to provide a thorough gender analysis covering all components envisaged within the project Support to Parliament and Civic Education.
The national consultant is expected to:
• Provide an outline of the work to be carried out including a methodology, list of literature to be consulted and list of suggested interviews. (maximum 5 pages,Times New Roman, 12 pt.,1 space). This inception report is to be delivered to the project management team by 30 April.
• After submission of the inception report have a joint meeting (in person or via skype) with the project manager and the Presence staff in charge of the parliamentary support programme as well as with the lead expert engaged within the project to draft the overall project plan for the 4-year period.
• Provide a draft of the full gender analysis in form of a report (maximum 30 pages, Times New Roman, 12 pt.,1 space) making use of his/her own desk research, studies and data publicly available, making use of international best practices as well as own interviews conducted. This draft of the gender analysis is due to the project management team by 31 May. The report should include a number of recommendations for activities to be carried out during the four-year period, and results expected.
• Provide the full gender analysis (maximum 40 pages, Times New Roman, 12 pt.,1 space) to the project management team by 15 June, addressing comments received by 8 June from the project management team.
• Keep regular contact with the project team via e-mail for exchange of information and questions. Once a week, a meeting or a skype conference call will be organised between the project team and the national consultant.
Expected Output/Deliverable:
1- Outline of the gender analysis for the four year period in form of an inception report, as specified in the Tasks and Responsibilities, by 30 April 2018. 2- Draft of the full gender analysis, as specified in the Tasks and Responsibilities, by 31 May 2018.
3- Full gender analysis for the four year period, as specified in the Tasks and Responsibilities, by 15 June 2018.
4- Provide a revised product after input received from the donor by end of September 2018.
Necessary Qualifications:
• Have a university degree in political science, social science, law, psychology. Supplementary gender studies are an asset;
• Minimum 6 years of professional experience with gender/policy research and analysis;
• Have a proven experience in gender/policy research and analysis, and knowledge of the Albanian context;
• Proven track record in producing comprehensive gender analyses for complex contexts, including as related to governance projects;
• Computer literate;
• Fluency in English.
Remuneration:
The remuneration will be paid in instalments after submission and approval of each deliverable in the following manner:
1. 12 % of the total fee to be paid after submission and approval of the delivery no. 1.
2. 25 % of the total fee to be paid after submission and approval of the delivery no. 2.
3. 50% of the total fee to be paid after submission and approval of the deliverable no 3.
4. 12 % of the total fee to be paid after submission and approval of the delivery no. 4.
