Background | ||
Majority of the population believes that corruption in Tajikistan is at a high level: entrepreneurs and general population perceive education and culture as the first cause of corruption, while public officials indicate it as second cause right after low salaries . Corruption is entangled in various sectors of society, especially in areas such as police, health and education, which are arguably the most important services in the country. Bearing in mind that anti-corruption efforts in the regions need to be strengthened in 2020, the Office will support further capacity building of the civil society and public commission through development of the anti-corruption needs assessment and training activities. This assessment is will serve as a basis for defining further activities of the Coalition and conducting capacity building in the region where it is the most needed. Brief description: The national consultant will carry out a detailed anti-corruption needs assessment in at least one of the regions of Tajikistan, as decided by the Office, in order to identify loopholes in strategic, legislative framework and practice, and develop recommendations for improvement of anti-corruption efforts. Objective: Develop the needs assessment in at least one of the regions, identify main obstacles for implementation of the anti-corruption efforts and propose measures to mitigate corruption risks. |

Reporting: The national consultant will work under the general guidance of the Head of Economic and Environmental Department and the direct supervision of the Good Governance Officer of the OSCE POiD. The national consultant will report to the Good Governance Officer. |
