Background    
     
   

The OSCE Mission to Skopje (OMSk) is implementing an Extra Budgetary (ExB) Project “Assisting the National Authorities of the Republic of North Macedonia to Decrease the Risk of Weapon Proliferation and Misuse of Small Arms and Light Weapons (SALW)” (hereafter “the Project”). The project aims at supporting the country’s efforts to implement international commitments in the field of preventing and combating SALW proliferation and by this to contribute to security and stability in the country.

A Project Coordinator leads the Project Implementation Team (PIT) with the professional support and assistance of consultants. With the aim to strengthen the PIT’s capacity related to the project, the Mission seeks to engage one National Consultant (Construction Manager), who will assist in the process of conducting tenders, supervising and monitoring construction, electrical installation and the Information Communication Technology (ICT) upgrade services (Services).

     
Tasks and Responsibilities    
     
   

Under the guidance of the Project Coordinator and in cooperation with the other members of the project team, the Consultant will assist in drafting tender documentation, the evaluation of the technical and financial proposals related to the construction services, supervise and monitor the implementation of the works, provide suggestions on technical solutions and quality assurance related issues. More specifically, the National Consultant will:

  1. Provide assistance and advice during the tendering procedure, such as during the elaboration of ToRs and other tender documentation, during the technical and financial evaluation, etc.
  2. Provide oversight of the work of contractors and monitor the implementation of the security measures, monitor the construction process from the beginning until the delivery of the final results and certification to ensure that work is carried out to contract specifications
  3. Evaluate the work of contractors to ensure that it meets the national regulations and norms, as well as international standards and OSCE practises.
  4. Be responsible for the quality and workmanship of every activity, thorough knowledge of all phases of engineering construction relating to Civil, Architectural and Structural discipline interfacing the multidisciplinary operations.
  5. Contribute to the development of ToRs for infrastructure upgrades, project designs, Infrastructural Upgrade Services and physical and ICT upgrade works.
  6. Control and monitor all activates related to Quality Management Style, monitoring of the selection, purchase and use of construction materials.
  7. Perform all daily inspection, necessary to achieve the quality of construction required in the drawings and specifications for all works under the contract performed ON or OFF site.
  8. Carry out inspection and checking for all quality related procedures in the site and ensures activity at the site are as per approved method statement and inspection test plan.
  9. Conduct risk management of construction, to include identification of risks, plan responses to risks, manage, monitor and control risks as well as assess management of risks during the project implementation; contribute to incorporating lessons learnt from risk management to the overall project management.
  10. Request and oversee Quality Assurance/Quality Control documents of the entire project including certificates, calibration, test results, inspection requests, non-compliance reports and site instruction/observations.
  11. Schedule deliverables and estimate costs related to the construction services.
  12. Liaise with the Construction Companies, the selected contractor for Quality Assurance Services, MoIA Logistic and Construction Department and MoIA Sector for ICT and other authorities as required.
  13. Provide technical support during the modification of the Bill of Quantity (BoQ) and the Variation Request (VR) approval process during the construction services.
  14. Participate in the final acceptance of the construction and ICT upgrade works.
  15. Provide technical support in the certification and hand-over process of the constructed facilities.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • Bachelor degree in construction engineering or similar and licence A for supervision and building;
  • Education and relevant licences required by national legislation to conduct functions as Quality Assurance Engineer;
  • Extensive, minimum 15 years’ experience in quality control and assurance, or an equivalent combination of experience and technical training;
  • Advanced knowledge of international and national construction standards specifications;
  • Strong knowledge and comprehension of international and national regulations and codes related to quality assurance issues;
  • Excellent written and oral communication skills in English and in local languages;
  • Strong ability to gather and interpret construction related information from different sources;
  • Negotiation skills on matters related to Quality and ability to get a point across clearly and precisely;
  • Previous relevant experience with international organizations in the respected field;
  • Excellent organizational skills and attention to detail;
  • Proven record of working with minimum direct supervision, exercising independent judgment and taking initiative in a number of complex and sensitive areas.  Proven ability to lead and organize professionals, technicians and support staff;
  • Strong analytical and interpersonal skills;
  • Valid driving licence category “B”.

Remuneration Package    
     
   

For the services provided, the National Consultant will be remunerated at the rate of 150 Euro per day, for a total of up to 240 days over a period of up to 2 years.

Payment will be made in twelve (12) instalments, upon successful completion of tasks and responsibilities, as per the Terms of Reference.

In-country travel required to fulfil the terms of the agreement will be covered by the Mission according to the OSCE travel policy.

The foreseen period of engagement is from 01 July 2021 to 30 June 2023.

The appointment to the post will be subject to a successful security check performed by the Ministry of Internal Affairs.
