Background    
     
   

In line with its activities related to e-governance and Trade Facilitation, the OSCE Programme Office in Dushanbe (POiD) intends to support the Working Group on improvement of Tajikistan’s Trade Portal of the Coordination Committee on Simplification of Trade Procedures (CCCT) under the Ministry of Economic Development and Trade of the Republic of Tajikistan (MEDT) to conduct the Working Group’s meetings and elaboration of the Roadmap on further development of Tajikistan’s Trade Portal. The Tajikistan’s Trade Portal’s was launched in April 2019 and is available for the public. This tool is aimed to facilitate trade and investment operations for foreign and domestic representatives of private sector. The electronic tool allows publishing detailed online information on trade procedures in Tajikistan. Procedures will be described step-by-step and show all relevant contacts, forms, requirements, costs, duration, ways of recourse and legal basis. The activity will be implemented for the period of August-December and includes provision of support to the MEDT by the POiD through hiring one National expert to support the Working Group on organization of meetings and development of the Roadmap for Tajikistan’s Trade Portal.

Objective

The OSCE Programme Office in Dushanbe therefore requires the services of the National consultant to support the MEDT’s Working Group on improvement of Tajikistan’s Trade Portal of the Coordination Committee on Simplification of Trade Procedures (CCCT) in organization of meetings and development of the roadmap for Tajikistan’s Trade Portal for the period of August-December 2020.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the POiD Economic Officer and the Head of WTO Affairs Department of MEDT, the National expert will closely work with the Coordination Committee for the Simplification of Trade procedures of the MEDT and other relevant stakeholders and will be responsible for followings:

  • In close cooperation with the Working Group on Improvement of Tajikistan’s Trade Portal within the CCCT develop a schedule of the meetings and  draft an agenda of the meetings;
  • In coordination with the Working Group on improvement of Tajikistan’s Trade Portal and other relevant Government Institutions and Private Sector organize a working group meetings;
  • Take notes during the meetings and provide reports on the main outcomes of  conducted meetings and follow-ups;
  • Based on the outcomes of the meetings and work done with the Working Group team, relevant MEDT departments and other Institutions and Private sector, develop a roadmap for the further development and improvement of Tajikistan’s Trade Portal;
  • Cooperate with the relevant Institutions and private sector representatives while developing the Roadmap on Tajikistan’s Trade Portal;
  • Monitor and evaluate the implementation of protocol instructions of the Working Group on Improving Tajikistan’s Trade Portal and implementation of the follow-ups and outcomes of conducted meetings;
  • Translate documents in Tajik, Russian and English languages;
  • Provision of monthly report to the OSCE POiD on the work done related to Tajikistan’s Trade portal.

Deliverables

  • Elaborated schedule of the meetings of the Working Group on Improvement  of  Tajikistan’s Trade Portal;
  • Developed draft Roadmap on further development and improvement of Tajikistan’s Trade Portal;
  • Monthly progress report and final report, comprising of detailing activities undertaken and outlining progress achieved in relation to the objectives of assignment, also stating challenges and constraints. The reports should be submitted to the Economic Officer of OSCE POiD and the Head of WTO Affairs Department of the MEDT.
     
Necessary Qualifications    
     
   
  • University degree in business administration, economics, commercial or business law or equivalent;
  • Minimum three years of experience in trade policy development and trade facilitation;
  • Excellent knowledge of the trade, customs and certification policies, legislation, procedures;
  • Experience in previous work with the Government Institutions;
  • Proven experience in collecting information, delivering reports, designing and implementing high quality guidelines, roadmaps and recommendations in the relevant field;
  • Excellent communication skills and teamwork; 
  • Ability to deliver results through home-based tasks as well as to travel to regions, if needed;
  • Fluency in Tajik and Russian. Knowledge of English language is an asset.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
