Since 2016, the OSCE POiD has worked in promotion of women’s political and public participation by strengthening capacities of representatives of seven registered political parties, the Parliament of Tajikistan, youth and civil society. More specifically, in 2017 the project established a youth network “Gender Champions”, which is comprised of young active people who have previously participated in various OSCE POiD capacity-building events and shown their interest in promoting gender equality. As of 2019, the network grew to include over 70 young people representing all regions of Tajikistan. They have taken the initiative to organize their own trainings in regions and in city centres, as well as making presentations about gender equality and engaging in debates and discussions with their peers. Additionally, the WPP project also works with female Members of the Parliament of Tajikistan (MPs) in increasing their knowledge on gender quota. In 2017, OSCE POiD established “Women’s Alliance” in the Parliament of Tajikistan as main lobbying body for gender quotas to guarantee increased representation for women in the executive structure of all branches of power. More so, OSCE POiD has supported seven registered political parties in developing annual Gender Action Plans (GAPs). Building on experience, in 2019, the POiD supported seven registered political parties in the development of gender strategies for each political party. In 2020, the OSCE POiD will continue its co-operation with youth, through targeted capacity-building activities, which include trainings, roundtables and TOTs. Brief description: A national consultant is needed to support the OSCE POiD’s project in promotion of women’s participation in political and public life (WPP) in Tajikistan to conduct a three-day training of trainers (ToT) on gender equality for thirty young people, representing the OSCE established network of “Gender Champions”. The consultant should have previous experience in conducting trainings and ToTs on gender equality and speak Russian and Tajik languages fluently. The consultant will reflect on MC.DEC/7/09 – Women’s participation in political and public life, which encourages all political actors to promote equal participation of women and men in political parties. Objective: Within the framework of the women’s political participation project, the POiD requires the services of a national expert to conduct a three-day training of trainers on gender equality. The aim of this initiative is to strengthen the capacity of young people to conduct trainings on gender related issue and cascade the knowledge gained to the wider population in the country. Duration of assignment: Seven working days in October 2020 (due to Covid-19, the TOT exact dates cannot be yet defined). |

Tasks and Responsibilities | ||
The national expert will work in close cooperation with the WPP project team and will be tasked with the following: - Develop three-day ToT programme for 30 participants; - Develop pre-/post- training questionnaires; - Analyze pre-/post- training questionnaires; - Facilitate and conduct a three-day ToT for 30 young gender champions in Tajikistan; - Provide a feedback and finalize work plans together with participants of ToT on gender trainings; - Develop a final training report. Expected Output/Deliverable: - ToT programme for three-day training in Russian language developed; - Three-day training conducted; - Finalized work plans of participants on gender trainings; - Training report submitted. |
