In the framework of the Extra Budgetary project “Promoting regional inter-municipal co-operation and dialogue for self-employment of women and youth” the OSCE Presence in Albania, in cooperation with the Central European Initiative and in partnership with the Minister of State for Local Issues, plans to facilitate the establishment of a formal partnership between targeted local government units in Albania (Pogradec and Prrenjas), Bosnia and Herzegovina (Gorazde tbc, and Teslic) and the former Yugoslav Republic of Macedonia (Ohrid and Struga) to help address the challenge of unemployment and promote self-employment and entrepreneurship initiatives. The Presence, will carry out an assessment mapping the identifiable good practices in all six selected local government units. The assessment will focus on specific lessons learned and existing good practices, aimed to increase economic growth, reduce unemployment especially among women and youth and enhance greater social cohesion. The assessment will include both qualitative and quantitative research methods, making use of available statistical data, desk research of urban plans and local strategies as well as targeted semi-structured interviews with key actors from the local government unit’s economic context. The Presence will contract a national short term consultant, which in cooperation with two local consultants in Bosnia and Herzegovina and the former Yugoslav Republic of Macedonia, will carry out the assessment exercise. The national short term consultant will lead the assessment exercise including the respective field work in Bosnia and Herzegovina and the former Yugoslav Republic of Macedonia, and coordinate the work of the two local consultants working in their respective areas. In addition, the consultant will prepare relevant materials and present the assessment in a Regional Conference with relevant parties which will take place afterwards. |

Tasks and Responsibilities | ||
1. Conduct a desk research on the six selected municipalities, including inputs from the other two locally contracted consultants, on any available local/national strategy, urban and development plan and budget report, to identify implemented activities, measures and good practices of selected or other municipalities, regarding the reduction of the unemployment rate, increasing social cohesion and economic growth. 2. Develop a questionnaire template in cooperation with the other two local consultants, for a semi-structured interview to be utilized by the other two locally contracted consultants, and for making their work comparable; 3. Draft an inception report and a final assessment report outline. 4. Interview at least five main stakeholders in the targeted municipalities in Albania, including municipality leadership and senior staff, councillors, local business associations/chambers of commerce and regional development agencies to discuss on the reduction of unemployment with reference to the current situation, identifying existing problems and future potentials. 5. Conduct at least four interviews in the Albanian municipalities with non-governmental organizations, regional vocational school administrators, regional employment offices and associations of women and youth to understand their work with women and youth in the region, status of activities, needs and interests; 6. Conduct first set of interviews (point 3 above), together with the locally contracted consultants in each of the other four selected municipalities (respectively in Bosnia and Herzegovina and the former Yugoslav Republic of Macedonia), coordinate the work of the other locally contracted consultants and gather their input for their respective field work; 7. Provide a general overview of the six selected local government units’ policies and current local programs related to the promotion of local entrepreneurship and self-employment sector; 8. Provide precise information on existing and potential future self-employment and entrepreneurship opportunities by analysing the existing facilities, local infrastructure for employment, social and economic tendencies, cultural tourism aspects, characteristics of natural and cultural environment and local initiatives in the economic development field. 9. Prepare a power point presentation on the assessment report including lessons learned and good practices of the selected local government units regarding reduction of unemployment, increasing of social cohesion and economic growth. 10. Present the assessment in the regional conference on development and promotion of employment and entrepreneurship initiatives which will be held in Pogradec, Albania. | ||
Necessary Qualifications | ||
1. University Degree in Economics, Political Sciences, or Public Administration with relevant qualifications in reporting, monitoring and evaluation of policies/programs; 2. At least 8 years of experience in conducting socio-economic assessments, capacity needs assessments especially at local level, and preferably in the targeted regions; 3. Demonstrated knowledge of local governance policies on self-employment and entrepreneurship encouragement; 4. Ability to establish and maintain effective working relations with people of different national, cultural and professional backgrounds, while maintaining impartiality and objectivity; 5. Computer skills, in particular applications of the MS Office package and internet search; 6. Excellent writing and communication skills in English and Albanian. | ||
Remuneration Package | ||
The remuneration shall be paid in 2 instalments upon assessment and approval of the in charge Department (GEEID): - 40% of the agreed total remuneration upon delivery and acceptance of tasks 1 to 8; - 60% of the agreed total remuneration upon delivery and acceptance of tasks 9 and 10. |
