Background:

According to various international reports, corruption remains a very important challenge for Albania. In the 2016 Corruption Perception Index of Transparency International, Albania ranks 83rd, out of 176 countries. Additionally, according to a 2016 survey by the Institute for Development and Research Alternatives (IDRA) on Corruption Perceptions, Albanian citizens perceive corruption to be widespread across different government institutions. The report claims the average corruption score is 61 points on a scale from 0-100 where 0=“very honest” and 100=“very corrupt”. The current government declared fight against corruption a top priority and has started to take actions in that direction. In this regard, the Presence assisted the government in drafting the National Strategy against Corruption (the Strategy) 2015 – 2020, and its related Action Plan (AP) 2015 - 2017. The Strategy identifies three main pillars to implement anticorruption measures, such as prevention, awareness raising and enforcement, by promoting a multi-stakeholder approach in the fight against corruption. However, greater efforts are needed in order for Albania to be more effective in its fighting of corruption and meet the required higher standards in this direction. In particular, public perception on corruption remains high. Consequently, to support the decrease of corruption practices in the country, the Presence is implementing an ExB Project “Support Anti-Corruption measures in Albania”, which puts a focus on three main areas: i) improve the capacities of public administration at the central and local level; ii) raise public awareness on the reporting mechanisms; and iii) increase the commitment of business community to make anti-corruption efforts.

As part of this effort, the Presence has so far implemented a series of interventions in the education sector, involving young Albanians across age groups as well as two nation-wide competitions on the topic of anti-corruption (essay and clip competitions). Specifically, the Presence conducted and finalized a series of 29 lectures on anti-corruption in 29 public universities and high schools across the country in 11 regions from 2-18 December 2015. The main focus of the lectures and competitions was to: increase the understanding of students on the origin of corruption and its consequences; introduce them to best practices in fighting corruption and to the current mechanisms in place; and stimulate critical thinking in the fight against the phenomenon in the country. Bracelets with the logo “Say No to Corruption” were also distributed to students. As a follow up to our efforts in raising awareness activities which are to be developed within the third area, in cooperation with the Ministry of Education and Sports (MoES) and in order to raise awareness among young Albanians on the risks of corruption, the Presence will organize a series of activities with the help of one international and one local expert. The local expert will be responsible for providing assistance to an international expert in the form of local expertize and for designing informative graphic leaflets on corruption for pupils from the 1st and 5th grade, as well as an anti-corruption toolkit for pupils from the 6th and 12th grade. Additionally, as part of his tasks, the local expert will be responsible for organizing and overseeing a three-day debate tournament on the topic of corruption for high schools in Tirana.

Tasks and Responsibilities:

Under the guidance of the GEEID department, under the direct supervision of the National Project Officer (the contact point), and in cooperation with an international expert the local expert will be responsible for the following tasks :

Task 1: Assist an international expert in conducting the relevant desk research by providing insight, in the form of a narrative summary, into existing anti-corruption curricula for pupils at the basic and secondary level of education in Albania. The information presented by the local expert in the narrative summary above, will be used by the international expert when drafting the informative graphic leaflets on corruption for pupils from the 1st and 5th grade, as well as an anti-corruption toolkit for pupils from the 6th and 12th grade;

Task 2: Prepare an inception report detailing the organizational details of a three day debate tournament with high schools in Tirana on the topic of corruption. The inception report should also include the rules, timelines, possible topics as well as details on the evaluation process. The inception report will be prepared in coordination with the OSCE, MoES, and NCAC.

Task 3: Organize, moderate and oversee a three-day debate tournament with high schools in Tirana on the topic of corruption in coordination with OSCE, NCAC and MoEs.

Task 4: Prepare and deliver a final narrative report providing details on the implementation of the tournament, list of participants, pictures, evaluation as well as transcripts from the final debate.

Necessary Qualifications:

1. University degree in Social Sciences, Sociology, Psychology, Political Science;

2. Relevant experience in designing, promoting and implementing awareness raising campaigns on anti-corruption during the last 5 years;

3. Desirable previous experience in designing, promoting and supervising debate tournaments on similar topics for educational

purposes for at least 5 years;

4. Excellent organizational, communication, moderation and interpersonal skills;

5. Excellent written and oral language skills in English and Albanian;

6. Ability to work with minimal supervision.

Remuneration Package:

The payment will be paid in two instalments upon assessment and approval of the in charge department GEEID, as follows:

- The first instalment of 30% of the total fee will be paid after the submission of tasks 1 and 2;

- The second instalment of 70% of the total fee will be paid after the submission of tasks 3 and 4.
