The OSCE Mission in Kosovo is creating roster of suitable candidates for providing local temporary expert/consultancy services within the scope of its planned 2018 programmatic activities in the fields of:
1. Democratization - preferable but not limited to following areas:
- Media and Journalism (experience in developing media relations strategies/documents for public institutions, experience in video production, editing, and directing, media legislation, legal expertise, including functioning of courts and law enforcement, as it relates to media, experience in journalism and/or regulatory and self-regulatory institutions)
- Civil Society, Gender (gender equality, women empowerment and reconciliation, reconciliation and promote civic engagement)
- Marketing and Branding (promoting products and improving company image)
- Legal and regulatory frameworks and good governance principles; advocacy
- Legal opinions, draft legal and regulatory frameworks and good governance principles; (emphasis on parliamentary and legislative/political work, drafting legal opinions or laws, community rights issues)
- Public management (Financial management, Human Resources management,performance management, internal communications etc.)
- Digital communications
- Public engagement policy and practice
- Problem solving methods
- Qualitative and quantitative research methods
- Public speaking
2. Security and Public Safety - preferable but not limited to following areas:
- Cybercrime/ Investigation Techniques/ Civilian Police/ Human Rights/ Rule of Law (police trainer in the area of advanced investigations on child abuse)
- Surveillance strategic crime analysis and threat assessment, indicators of Trafficking in Human Beings
- Community Safety and Security (project drafting, management and co-ordination)
- Train the trainers
- Research and mentoring skills related to Police matters
3. Human Rights, Communities Rights and Rule of Law - preferable but not limited to the following areas:
- Gender equality and prevention of gender-based violence (knowledge of principles of gender mainstreaming, knowledge of monitoring and reporting, co-ordination, advocacy and policy processes, and local legal framework)
- Experience in conducting gender analysis in policy documents, conducting comparative analysis and producing reports on the implementation of legal and policy frameworks on gender equality and gender based violence
- Project management.
- Human and community rights, with the expertise on displacement and return (right of refugees and IDPs).
- Fair trial rights, including access to justice, transitional justice and the rights of victims, with expertise on the justice system as well as criminal, civil and administrative law
- Community rights, including language rights, with expertise in the field of development of legal documents
- Professional photographer, with understanding of situation of vulnerable communities, and graphic design skills
- Curriculum design, specifically for justice sector professionals, but also general adult professional education
- Gender issues with respect to training male justice sector professionals to work with female victims of domestic violence or sexual assault
- Experience in the field of anti-corruption
- Experience in the areas of preservation and promotion of cultural and religious heritage, which is including preservation and conservation of heritage, protection, promotion of cultural and religious diversity, interfaith dialogue, cultural heritage management plans, architectural and archaeological heritage, architectural sketching
- Professional photographer with experience of photographing of cultural and religious heritage sites and objects, and their values, including graphic design skills
- Experience in producing legal research, commenting on draft legislative proposals, harmonizing legislation, and conducting comparative analysis in the area of cultural heritage protection and preservation.
- Experience in providing training for youth using non-formal education methodology
- Experience in teaching Albanian language for teachers and students (Kosovo Serb, Kosovo Bosniak and Kosovo Gorani).
- Report writing and analysis experience

5. Training – preferable but not limited to following areas:
- Anti-terrorism/radicalism - Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process.
- Research Methodologies - Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process
- Albanian Language classes - Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process.
- Serbian Language classes - Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process.
- English Language classes - Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process.
