On regular basis every year, OSCE supports the annual commemoration of the World Press Freedom Day in Tajikistan. Media freedom and access to information feed into the wider development objective of empowering people. Empowerment is a multi-dimensional social and political process that helps people gain control over their own lives. This can only be achieved through access to accurate, fair and unbiased information. However, in any society in order to make freedom of expression a reality, there must be:
a legal and regulatory environment that allows for an open and pluralistic media sector to emerge;
a political will to support the sector and rule of law to protect it;
the necessary media literacy skills among news consumers to critically analyse and synthesize the information they receive to use it in their daily lives and to hold the media accountable for its actions.
These elements, along with media professionals adhering to the highest ethical and professional standards designed by practitioners, serve as the fundamental infrastructure on which freedom of expression can prevail.
In 2020, the OSCE Programme Office in Dushanbe (POiD) is planning to facilitate organization of a conference dedicated to commemoration of 3 May World Press Freedom Day. The main goal of this event is to promote journalism as a profession among youth and students. The POiD plans to conduct the 2020 conference dedicated to 3 May World Press Freedom Day in TEDxTalks format. Each speaker will have 20 minutes to present their inspiring story related to journalism activity and share it with the audience in an inspiring mood.
The OSCE POiD requires the services of a national communication consultant to assist OSCE POiD in developing and implementing strategy and action plan on communications and social media marketing of the conference dedicated to 3 May World Press Freedom Day.
Duration of assignment:
10 February – 10 May 2020.
Tasks and Responsibilities
The national communications consultant should assist the OSCE POiD in:
Developing Communication Strategy and Action Plan of the conference dedicated to 3 May World Press Freedom Day;
Developing Social Media Marketing Strategy and Action Plan of the conference dedicated to 3 May World Press Freedom Day;
Implementing the Communication Strategy and Action Plan of the conference dedicated to 3 May World Press Freedom Day;
Implementing the Social Media Marketing Strategy and Action Plan of the conference dedicated to 3 May World Press Freedom Day;
Establishing and maintain communication partnerships with local and regional media to promote the conference dedicated to 3 May World Press Freedom Day;
Establishing and maintaining social media accounts of the conference dedicated to 3 May World Press Freedom Day;
Supporting OSCE POiD Media Officer in other communication and marketing activities to successfully finalize facilitation of the conference dedicated to 3 May World Press Freedom Day;
Develop final narrative report of the event.
OSCE POiD holds the right to amend or specify the scope of work indicated on this document for the purpose of the assignment.
Note: On daily basis the national communications consultant will spend 100% of his/her time for the mentioned scope of work.
The national communications consultant will work under direct supervision of the OSCE POiD Media Officer.
The OSCE POiD will provide the national communications consultant with the necessary support for the fulfilment of his/her tasks.
Soft copies of the following in Tajik, English/or Russian languages:
- Communication Strategy and Action Plan of the conference dedicated to 3 May World Press Freedom Day;
- Social Media Marketing Strategy and Action Plan of the conference dedicated to 3 May World Press Freedom Day.
At least two social media accounts of the conference dedicated to 3 May World Press Freedom Day;
Daily organic reach of social media accounts to 1000 unique subscribers;
Communication partnerships with local and regional media;
Daily support and assistance to POiD Media Officer in achieving wider visibility of the conference dedicated to the 3 May World Press Freedom Day;
Final narrative report and power point presentation.
First-level university degree in communications, PR, marketing, journalism, social sciences or other related field(s);
A minimum of five years of relevant professional experience in PR, marketing, communications or related field;
Excellent written and verbal skills in Russian, Tajik and English;
Ability to convey complex information in a clear and concise manner, both written and verbal;
Demonstrated good analytical and problem-solving skills;
Creativity and result oriented approach to complex issues;
Fully proficient computer skills and ability to use relevant software and other applications involved in work, including, but not limited to: advanced MS Office (particularly Power Point, Excel and Word) and internet skills;
Demonstrated ability to work within a team including strong customer focus and good interpersonal skills, as well as the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance.
