Background:

The National Chief of P/CVERLT, under the supervision of the Head of the Security Co-operation Unit, is the principal staff member for management and implementation of the Countering Violent Extremism (CVE) Programme. The National Chief of P/CVERLT advises the Head of Security Co-operation on all programme related matters, including current trends, achievements, problems, and future planning, and ensures that her/his guidance and direction is reflected in programme implementation. S/he is the Mission’s focal point on all CVE issues and provides advice to the Head of Mission’s Office, other Senior Management and the Human Dimension Department, including all Field Offices, on how best to incorporate and mainstream CVE into their activities in order to provide a co-operative, coordinated and holistic fight against Violent Extremism at all levels. S/he coordinates with and supports other OSCE bodies such as the Secretariat, Transnational Threats Department/Action against Terrorism Unit (TNTD/ATU), and the Office for Democratic Institutions and Human Rights (ODIHR), and liaises with other Missions’ focal points on CVE. The National Chief of CVE is the Mission’s primary interface with external interlocutors on programmatic issues and is responsible for coordination with a wide range of international and domestic institutions, to include the BiH Parliament, relevant Ministries, local government and communities, civil society, social, educational and health sectors as well as religious communities. S/he gathers information and provides analysis and assessment of key developments in the field related to issues of violent extremism and radicalization and prepares reports and briefs on the same in order to inform the decisions of the leadership of the Unit and of the Mission.  S/he is responsible for ensuring cost effective use of funding to maximize the benefit of OSCE’s support to Bosnia and Herzegovina, and for implementing additional cost saving measures and those aimed at increasing long-term impact and sustainability of results. S/he represents the Mission’s CVE portfolio at events with external counterparts at various levels, both in BiH and internationally. The National Chief of CVE supervises two staff members.

 

Task and Responsibilities:

  1. As the senior expert of the Mission on the subject matter, incumbent is representing and speaking on behalf of the Mission for all Mission’s programming on countering violent extremism, ensuring consistency across projects in the development of effective interventions in response to the identified needs, and in the allocation of focus and resources, including the development and implementation of strategies and projects related to countering violent extremism and radicalization into violence; Ensuring that all CVE projects and activities across Mission’s programs are consistent, by coordinating with Human Dimension Department, Policy and Planning Section, Press and Public Information Department, Chairing the CVE Working Group and participating in other forums. Acting as Mission’s focal point for communication and co-ordination of activities on countering violent extremism with the OSCE Secretariat, Transnational Threat Department, and Anti-terrorism Unit;
  2. Based on research and experience of the local situation advises the Head of Security Co-operation Unit and the Head of Mission on capacity building in BiH public and private sectors aimed at assisting BiH to achieve full compliance with OSCE politico-military commitments and good governance in the security sector, with special focus on issues relating to countering violent extremism and radicalization;
  3. Providing analysis of current and long term trends and issues pertaining to countering violent extremism, as it affects BiH. This includes analysing and recommending work of the OSCE and/or other organizations and donors in the field of countering violent extremism in BiH;
  4. Acting as Mission’s focal point for government-wide special projects within the scope of work of the CVE portfolio, by maintaining close working relationships with the Ministry of Security, Monitoring Body for the Implementation of the BiH Strategy for Prevention and Fight against Terrorism, Strike Force for Combating Terrorism, and other relevant national counterparts, as well as with relevant international actors, including the EU Special Representative, EU Delegation, US Embassy, and others;
  5. Managing and overseeing the implementation of all programmatic activities aimed at strengthening response to CVE, including the organization and participation in seminars, workshops, briefings, courses, international visits, research, publications and other;
  6. Performing other duties as assigned.

 

Necessary Qualifications:

  • University degree in international relations, law, political science or security related discipline;
  • A minimum of six (6) years of professional experience in security related issues, preferably in a major international organization, dealing with defense and security issues, including those on countering violent extremism and radicalization, trafficking in human beings, migration and human rights;
  • A comprehensive and demonstrable understanding of national defense matters including experience related to European and Euro-Atlantic Security and defense structures;
  • Established experience preparing concept and position papers and advising management on issues relevant to security related affairs in Bosnia and Herzegovina, in particular those relating to fight against terrorism and countering violent extremism;
  • Established ability in delivering training and briefings and presentations to high ranking officials;
  • Experience in leading thematic portfolio, both in terms of programmatic approach, budget and staff;
  • Professional fluency in written and oral communication in English and in the local language;
  • Computer literacy using Microsoft applications;
  • Possession of a valid driving license.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 3,969.33 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
