Background    
     
    The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives. 
     
Tasks and Responsibilities    
     
   

Under the supervision of the Materials Management Officer, the incumbent is responsible for maintaining the Office buildings and territory in proper working conditions and specifically performs the following duties:

  • Ensuring the proper functioning with uninterruptable supply of the electrical and technical equipment, communications systems in the office;
  • Supervising the installation of the electricity network and equipment, if necessary;
  • Ensuring stable power distribution from generators to the buildings and proper functioning of generators, electrical heating systems and other electrical equipment;
  • Inspecting the high-voltage electricity network and equipment in all premises of the office on a daily basis;
  • Taking corrective measures and repair works if electrical faults are detected;
  • Coordinating the installation of the water supply and sewage network and equipment, if necessary;
  • Ensuring the proper functioning of water facilities in the office;
  • Keeping, maintaining and updating of the inventory (according to the serial numbers) of all generators and other equipment in the office;
  • Serving as support for and advising Materials Management Officer in building management and construction-related issues;
  • Giving advice and guidance to program staff on projects that have a construction input;
  • Preparing technical systems and maintaining records on regular inspections in line with local legislation;
  • Performing other duties as required by the immediate supervisor.
     
Necessary Qualifications    
     
   
  • University degree in Engineering or other relevant field;
  • Minimum of six years of relevant working experience;
  • Knowledge of the local legislation and technical standards  related to the construction, electricity and the technical systems installed;
  • Knowledge of local construction regulations on health and safety and ability to maintain contacts with local  companies and contractors;
  • Graduation documented knowledge of high-voltage electrical system and equipment;
  • Ability to drive and possession of a valid driver's license;
  • Excellent written and oral communication skills in Russian and Tajik. Working knowledge of English language is required;
  • Computer literate with practical experience in Windows and Microsoft applications;
  • Ability to work with people of different nationalities, religion and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 1,165.83 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
