Background    
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of National Budget Officer with its Head Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities    
     
   

Under direct supervision of Budget Officer and overall supervision of the Head/Finance and Budget, the incumbent provides assistance, including analytical support, in preparation of the Mission’s budget. The incumbent traces the budget performance by monitoring and evaluation on a day-to-day basis in adherence with respective OSCE financial and administrative instructions in accordance with the Common Regulatory Management System (CRMS). The incumbent is also involved in preparing and monitoring budget and expenditure reports, including detailed analysis of current and forecast expenditure during budget implementation, reports to donors, regular reports, and ad hoc reports analyses:

1. Participating in the formulating, analysing, verifying and consolidating the drafts of the budget proposals and managing project module:

  • Conducting thorough expenditure analysis of past periods to ensure that over-budgeting is avoided; initiates and supporting cross—functional analysis (human resources occupancy, procurement plan implementation etc.) for budget submissions;
  • Receiving and verifying submissions from Heads of Offices, Units, Sections, and Cells; verifying that the budget proposals adhere to Financial regulations and rules, financial instructions, guidelines and other formal documents;
  • Drafting and revising budget texts. Consolidating budget proposals by ensuring that consistent budget formats are applied;
  • Assisting in preparation of regular reports to the Donors.

2. Analysing expenditure and budget implementation trends, makes comparisons with approved budget, supporting expenditure forecasts for programmes, and assists in reporting:

  • Conducting and providing detailed analysis of expenditure on a monthly basis and upon request from Programmes during budget implementation process;
  • Ensuring the budget implementation follows the budget forecast and provides advice on significant discrepancies. Supporting budget forecast plan to ensure it is consistent with the plan of procurement activities and with the recruitment plan in co-ordination with respective units/sections. Liaising with the respective Offices, Units, Sections, and Cells of the Mission on significant discrepancies;
  • Assisting Budget Control Officer in providing with Controlling funds availability under the programmes, prepares detailed expenditure and budget statements with appropriate financial analysis for Programme Managers on a regular basis;
  • Reviewing periodically the status of budgetary allotments and proposes revisions as required;
  • Consolidating and making analysis of initial and follow-up inputs for quarterly reports. Preparing the analytical reports for budget preparation, budget and expenditures reports and trends analysis during budget implementation for Senior Management and Programme Managers.

3. Proposing amendments for the streamlining of budgetary processes, operational procedures and workflows. Drafting standard budget formats, tables, guidelines and instructions for various budget submissions.

4. Performing other duties as required.

     
Necessary Qualifications    
     
   
  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • University degree in finance, accounting, business administration or economics, or certification from a recognized professional accountancy institution, such as certified Public Accountants or chartered Accounts;
  • Minimum four years of professional experience in accounting or finance in an intergovernmental, governmental or commercial organizations;
  • Established analytical skills and abilities to work with big volumes of financial data;
  • Computer literate and practical experience with Microsoft applications large computerized accounting systems. Experience in using the ERP systems;
  • Professional fluency in Ukrainian, Russian and English languages, both written and oral;
  • Willingness to work extra hours, proven resilience to high stress environments;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity;
  • Cultural sensitivity and judgment.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 2,332.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
