The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of National Budget Officer with its Head Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.
Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities | ||
Under direct supervision of Budget Officer and overall supervision of the Head/Finance and Budget, the incumbent provides assistance, including analytical support, in preparation of the Mission’s budget. The incumbent traces the budget performance by monitoring and evaluation on a day-to-day basis in adherence with respective OSCE financial and administrative instructions in accordance with the Common Regulatory Management System (CRMS). The incumbent is also involved in preparing and monitoring budget and expenditure reports, including detailed analysis of current and forecast expenditure during budget implementation, reports to donors, regular reports, and ad hoc reports analyses: 1. Participating in the formulating, analysing, verifying and consolidating the drafts of the budget proposals and managing project module:
2. Analysing expenditure and budget implementation trends, makes comparisons with approved budget, supporting expenditure forecasts for programmes, and assists in reporting:
3. Proposing amendments for the streamlining of budgetary processes, operational procedures and workflows. Drafting standard budget formats, tables, guidelines and instructions for various budget submissions. 4. Performing other duties as required. |

Remuneration Package | ||
Monthly remuneration, subject to social security deductions is 2,332.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. | ||
