Background
     
    The National Border Management Officer is responsible for maintaining awareness of issues in multiple clusters of security sector management. These clusters include, but are not limited to Trans-National Threats (including Border security,) VERLT, Soft Security (such as Legal and Parliamentary Reform,) Military Structure, Police/Law Enforcement, Youth Resilience and other areas as they present themselves. The National Border Management Officer will be a key participant in the recognition of host country’s needs, defining and managing of major project activities addressing those needs, as well as other assigned duties within their assigned fields of expertise. The National Border Management Officer works not only directly with host country counterparts throughout our partner ministries but collaboratively with key personnel of other dimensions within the OSCE. The position is based in Bishkek, however the nature of duties involved will require the incumbent to temporally relocate to different areas of the country to oversee project evaluations. The National Border Management Officer reports directly to the Head of the Politico-Military Dimension (HPMD.)
     
Tasks and Responsibilities
     
   

1. Provide advice and support for programme planning and implementation:

  • Evaluate issues within the respective spheres of responsibility in regards to possible avenues of assistance to the corresponding ministry within the host country;
  • Identify partners within the corresponding ministries of the host country and develop a good working relationship;
  • In conjunction with host country partners, identify needs, viability and sustainability in options for assistance, as well as budgetary and logistical realities.

2. Organize, implement and manage PMD projects:

  • Compile project documentation, narrative and financial reports on project and programme implementation for evaluation documents to donors and internally within the OSCE. Identify, interview and arrange national and international experts/implementing partners for activities;
  • Compile background information; develop project proposals and implementation plans; design and draft supporting flow charts, schedules, graphs and tables;
  • Collect, register, and maintain information on project activities, follow up on all aspects of specific projects, including the provision of functional support to project implementation; in coordination with implementation partners assess and report on program implementation and related issues; keep records on project expenditures and financial status; advise in regards to progress regularly to his/her immediate supervisor, draft background and briefing papers;
  • Pay field visits and participate fully in subsequent discussions and decision making regarding follow up actions on projects;
  • Regularly meet with a variety of local stakeholders from the Kyrgyz government and civil society;\
  • Interact cooperatively, and in conjunction with other OSCE staff on projects where areas of interest coincide; such as VELRT, Trans-National Threats, etc. 

3. Provide regular reports and on-going liaison support:

  • Provide inputs for documentation (regular and ad hoc) on specific issues and topics; receive visitors and respond to requests for information;
  • Meet regularly with local and international organizations and internal OSCE dimensions that share similar priorities and interests, liaise with international organizations and institutions, attend and report at working group meetings, facilitate organization of workshops, roundtables and conferences; brief visiting OSCE institutions and partner international organizations;
  • Attend and contribute to briefings and give presentations to visiting delegations, with a    particular emphasis on access to his/her sphere of responsibility.

Other duties as required and assigned.  

     
Necessary Qualifications
     
   
  • University Degree in appropriate field of study;
  • Minimum of two years professional experience;
  • A high proficiency (both oral and written) in English and Russian languages is required.  Knowledge of Kyrgyz language is beneficial;
  • Knowledge of Kyrgyz legislation in regards to internal security and cooperative agreements;
  • Good knowledge of procedures within partner agencies;
  • Excellent communication skills in a professional environment;
  • Strong analytical skills (ability to produce background reports, conduct independent research.);
  • Word processing and database skills.

Remuneration Package
     
   

Monthly remuneration, subject to social security deductions is 1283.83 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
