The incumbent is assigned to Human Dimension Department /Programme Office in Bishkek (POiB), who provides information on combatting trafficking of human beings (prevention, prosecution and protection), migration and freedom of movement, including the existing practices, procedures, national legal framework and the international human rights standards. The Officer plans and supervises the implementation of the projects and programme activities in the portfolio of Human Dimension including combating trafficking in human beings and addressing migration, monitors human rights issues, including freedom of movement, provides information and advice on local human rights legislation, and advises on strategy directions in the field of Human Rights.

Tasks and Responsibilities |
|
|
|
|
|
|
|
- Provides advice and support for programme planning and implementation.
- Monitors and reports on the human rights issues related to trafficking of human beings and migration in Kyrgyzstan, including gender aspects, with a focus on prevention, prosecution and protection;
- Identifies areas for intervention and provides advice on future strategy directions and opportunities and develops initiatives to support Human Dimension goals, particularly those related to combatting trafficking of human beings, freedom of movement and migration, including gender aspects;
- Prepares programme outlines and project documents (including project proposals, monitoring and evaluation reports); identifies relevant partners for the implementation of programmes and projects and develop working modalities with them.
2. Organizes implements and manages Human Dimension projects.
- Prepares project documentation, narrative and financial reports on project and programme implementation for reporting to donors and internally within the OSCE. Identifies interviews and arranges national and international experts/implementing partners for activities;
- Compiles background information; develops project proposals and implementation plans; designs and drafts supporting flow charts, schedules, graphs and tables;
- Collects, registers, reports and maintains information on project activities, follow up on all aspects of specific projects, including the provision of functional support to project implementation; in coordination with implementation partners assesses and reports on program implementation and related issues; keeps records on project expenditures and financial status; reports regularly to the immediate supervisor, drafts background and briefing papers;
- Pays field visits and participates fully in subsequent discussions and decision making regarding follow up actions on projects;
- Regularly meets with a variety of local stakeholders from the Kyrgyz government and civil society.
3. Provides regular reports and on-going liaison support.
- Provides inputs for reports (regular and ad hoc) on specific issues and topics;
- Meets regularly with local and international organizations on work in the field of Human Rights, Migration and Trafficking of Human Beings; liaises with international organizations and institutions, attends and reports at working group meetings, facilitates organization of workshops, roundtables and conferences; brief visiting OSCE institutions and partner international organizations;
- Attends and contributes to briefings and gives presentations to visiting delegations, with a particular emphasis on trafficking of human beings, migration, freedom of movement and human rights.
4. Performs other relevant tasks as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in Law, Public Policy, Economics, Security Studies, International Relations or Public Administration;
- A minimum of 2 years of relevant professional working experience in the human rights or/and rule of law field; preferably in the field of anti-trafficking;
- Excellent knowledge of the areas of trafficking of human beings, freedom of movement and migration, including Kyrgyz legislation and international human rights standards/law;
- Good knowledge of the Programme related issues and ability to comprehend the situation in the area and region;
- Strong analytical skills (ability to produce background reports, conduct independent research);
- Excellent written and oral communication skills in English, Russian and local language. Knowledge of Uzbek language would be an asset;
- Holding a valid driving license.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1455.58 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. |
