General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Police officer with solid experience of working with local communities in the area of problem oriented policing in a multi-ethnic working environment
  • Extensive experience in the area of community policing, public security management, multi-ethnic policing preferably with law enforcement institutions or other relevant organizations or institutions
  • Knowledge of international and European policing standards
  • Demonstrable organizational, analytical, communication and intercultural skills
  • Experience in drafting reports
  • Experience in project management and implementation
  • Solid knowledge of international human rights standards applicable to policing
  • Strong analytical and problem solving skills
  • Fluency in the English language and the capability of drafting documents under pressure and within short deadlines
  • Capacity to establish and maintain a good working relation with communities and civil society organizations working in his/her area of competence
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Knowledge of Russian, Kyrgyz and/or Uzbek language
  • Prior field experience with UN, OSCE or similar international organization
  • Possession of a valid automobile Class C driving license and ability to drive a 4x4 vehicle using manual transmission
  • Experience of working with human rights, minority or gender issues
 
 
 
 
Tasks and Responsibilities

The OSCE Community Security Initiative (CSI) Project in Kyrgyzstan is aimed at supporting Kyrgyzstan police in addressing the specific security situation after the June 2010 events and to contribute to the professionalism of the Kyrgyzstan police in providing security for all members and communities of the Kyrgyzstan population, irrespective of ethnicity. At the same time, the Project is a pilot initiative which contributes in the long term to a wider national police reform programme envisaged by the Government of the Kyrgyz Republic.

The CSI Project, as a supplementary part of OSCE Police Matters Programme (PMP) for Kyrgyzstan, is implemented through the development of the police supportive activities in the local police stations throughout the provinces of Kyrgyzstan. Activities are implemented by advisers, led by Senior Advisers. Methodologically and operationally, the Project is maintained by police advisers, local community mediators and local programmatic and administrative staff.

Under the supervision of the Senior Adviser of the Community Security Initiative, the Multi-ethnic Policing Adviser to the CSI Project:

  1. Supports the Kyrgyzstan police in the assessment, monitoring and training with respect to multi-ethnic policing in co-operation with local communities;
  2. Supports the Kyrgyzstan police in the application of international human rights standards in policing;
  3. Works and interacts with Kyrgyzstan police at the regional and local level in the area of problem oriented policing;
  4. Performs specific tasks in relation to police-community relations as directed;
  5. Performs other duties as assigned.

* The Community Security Initiative (CSI) Project is envisaged to run until 31 December 2015, subject to extension and pending funding availability
