Background information:

The OSCE Project Co-ordinator in Ukraine (OSCE PCU) is implementing ExB Project “Dialogue for Reform and Social Cohesion in Ukraine” at the request from the Ministry of Temporarily Occupied Territories and IDPs. The objective is to support dialogue efforts between regional stakeholders and the central government. One of the Project tasks is to adapt basic dialogue trainings and an on-line course for the needs of specific target groups (government officials, community leaders, dialogue practitioners). Therefore, the OSCE PCU intends to produce interactive awareness-raising materials on application of dialogue tools, responsive to the needs of target groups, by involving a motion.  

Please note that this is a consultancy assignment of approximately 30 working days; the consultant will be required to work from home.

Task:

The consultant will work under the supervision of the National Project Officer, designated by the OSCE PCU, and should fulfil the following tasks:

  • Assist in the development of a scenario with an accurate style for video, focusing on the key components of dialogue approaches; 
  • Develop a detailed story board for three animated video clips according to the draft text scenario;
  • Produce interactive and high-quality three animated video clips in Ukrainian with subtitles (to be translated into English by the Project team) up to 6 minutes each in a flat illustration format, using provided materials of photos, videos, extracts from printed materials;
  • Make the voice recording with male\female voices and apply it to the full length of the videos;   
  • Use a licensed track for covering the video line and ensure the compliance with the following technical requirements: video resolution: 1920 х 1080 Full HD (height-to-width 16:9), mov.mp4; video codec: H.264; audio codec: AAC; frame rate: 30 fps.

Necessary Qualifications:

  • University degree, preferably in creative design, filming, photography; specialized certificates/trainings in a related field would be an asset;
  • Minimum three years of relevant professional experience at national and/or international level; experience of work with international organizations would be an asset;
  • Experience in working with Adobe Illustrator, After Effects, Premiere Pro, Photoshop, Encoder;
  • Portfolio with previous similar assignments performed, at least two examples are required  (please provide respective hyperlinks when submitting your application form);
  • Excellent knowledge of Ukrainian.

Remuneration Package:

According to the PCU consultancy fees guidelines.
