General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in political and/or social sciences, international studies, journalism, public policy, law or similar related fields; or in lieu graduate from Police or Military academy or similar related professional experience in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum six years of diversified relevant and progressively responsible experience or experience in a relevant field or specialized subject area;
  • Proven experience of working in a demanding and constantly changing operational environment;
  • Sound management, organizational and negotiation skills, interpersonal skills;
  • Flexibility and ability to work within limited time frames and with minimum supervision;
  • Demonstrated conflict sensitivity, including an ability to apply conflict sensitivity principles into reporting;
  • Ability to establish priorities and to plan, organize, and as appropriate provide advice and guidance to others;
  • Professional fluency in English;
  • Proven experience of professional analysis, researching, drafting, editing, report writing and presentation skills in the English language;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into reporting tasks and activities;
  • Working experience in an international, multicultural organization;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and different professional experiences, diverse political views, while maintaining impartiality and objectivity;
  • Ability to read and utilize maps;
  • Ability to operate Windows applications, including word processing and e-mail.

Desirable:

  • Possession of a current valid C class (or similar) automobile driving license;  
  • Working knowledge of Russian and/or Ukrainian language(s).
 
 
 
 
Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women to apply for this position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

The selected candidate will be deployed either in Donetsk or Luhansk region.

Under the direct supervision of the Monitoring Team (MT) Reporting and Political Analysis Deputy Co-ordinator, and overall direction of the MT Reporting and Political Analysis Co-ordinator, as MT Reporting Officer, you will perform the following:

  1. Fulfilling all assigned reporting tasks in a timely manner and in accordance with current instructions;
  2. Adhering to the OSCE SMM editorial policy to ensure the accuracy and quality of reports; 
  3. Drafting regular reports, analytical reports, talking points, briefing materials and trend reports as required;
  4. Analysing data to ensure quality, consistency, accuracy, objectivity, impartiality and timeliness of reports; 
  5. Integrating  gender perspective in all reports and briefings;
  6. Maintaining reporting records as requested; 
  7. Implementing requirements of the reporting cycle in accordance with the OSCE SMM internal planning cycle;
  8. As requested, reporting on political developments;
  9. Participating in development and delivery of training to build capacity in area or reporting in the MT;
  10. Reporting on and highlight Early Warning Indicators on behalf of the MT as required;
  11. Participating in patrols and meetings as required;
  12. Performing other duties as required.
