- University education in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology

- Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
- Good analytical and interpersonal skills

Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- First-level university degree in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology;
- Excellent writing skills, experience of drafting documents for a variety of audiences and the ability to write clearly and concisely;
- Media and public affairs experience, including handling media inquiries and interview requests, and the ability to manage the dissemination of appropriate information;
- Experience in project management;
- Knowledge of the historical and current political situation of the Mission area, sound political judgement and keen analytical skills;
- Professional fluency in English, both oral and written, and working knowledge of Russian;
- Experience of using and maintaining social media platforms;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity;
- Knowledge of IT functions and experience in using computers and relevant software.
Desirable:
- Experience of working in an international organization;
- Knowledge of Media legislation;
- Working knowledge of Romanian language;
- Experience with the use of digital photography and video.

Tasks and Responsibilities |
Under the supervision of the Head of the OSCE Mission to Moldova, the Mission Spokesperson performs the following duties:
- Drafts press releases, statements, press lines, news items and media advisories, manages the clearance process and ensures their distribution to target audiences;
- Prepares a daily news digest, including drafting summaries for each news story, ensures timely clearance and distribution, and ensures that the distribution list is up-to-date;
- Develops and implements a media strategy designed to ensure that appropriate information about Mission activities is reaching the relevant audience;
- Supervises the monitoring and distribution within the Mission of local and international media;
- Handles requests for interviews from domestic and foreign journalists;
- Supervises and conducts press conferences, media events and interviews;
- Conducts outreach activities in support of the Mission's mandate;
- Manages the implementation of projects related to media freedom and public outreach;
- Maintains close liaison with the OSCE Secretariat's Communications and Media Relations Section and with the OSCE Representative on Freedom of the Media in Vienna;
- Supervises internal monitoring and reporting in the field of freedom of the media;
- Manages the Mission's social media presence, including being responsible for the day-to-day management of social media platforms;
- Oversees the development and maintenance of the Mission's website;
- Supervises two local mission members;
- Performs other duties as assigned.
