Tasks and Responsibilities | ||
Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that in light of the fluid and dynamic working environment in the duty station, taking into account recommendations by the International Civil Service Commission, this post is currently designated as a nonfamily duty station. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
Under the general direction of the Deputy Chief Monitor of the OSCE Special Monitoring Mission to Ukraine (SMM) and the immediate supervision of the Head of the Human Dimension Unit, the Minority Rights Adviser is responsible for:
1. Collecting, researching, documents and analysing information pertaining to assigned human dimension issues, with a focus on the situation of national minorities and religious communities;
2. Co-ordinating with other relevant Mission components to ensure appropriate integration of human dimension monitoring activities into planning and operational processes;
3. Identifying minority and religious communities-related issues, analysing their implications and providing the Mission with advice and recommended follow up, including on identified early warning indicators;
4. Participating in the development of operational guidance and data collection tools to support the appropriate implementation of human rights monitoring throughout the country, with a focus on minority rights and the situation of religious communities;
5. Preparing briefings, talking points, analytical documents and contributing to the drafting of various reports;
6. Advising on Mission activities to facilitate dialogue in line with assigned thematic responsibilities;
7. Contributing to gender mainstreaming in monitoring and reporting activities;
8. Establishing and maintaining contacts with representatives of minority, religious communities, political parties, civil society representatives, and liaising with the High Commissioner on National Minorities (HCNM) and other international organizations;
9. Performing other duties as assigned.
