The OSCE Programme Office in Dushanbe is looking for highly qualified, motivated and experienced candidate for the position of Mine Action Programme Assistant.
|

|
Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the direct supervision of De-mining Officer, the incumbent performs the following duties:
- Drafts project proposals and supports monitoring of project implementation by following phases, expenditures, ensuring deadlines are met, following up with donors;
- Keeps track of the progress of various programmatic components within the OSCE internal administrative, financial and reporting online systems. Ensures that deadlines are met;
- Drafts financial and programmatic reports based on reports by implementing partners as well as monitoring visits to the project sites;
- Drafts all relevant financial and administrative documents, including contracts with implementing partners;
- Briefs Demining officer on a weekly basis on the above points and carries out relevant instructions;
- Drafts Programme inputs for the Office’s Activity Report and other regular reporting;
- Maintains a database relevant to the programme, including project information, background information, partner and other relevant interlocutors’ information;
- Briefs international partner organizations and NGOs on the work of the Office in regards to demining activities;
- Attends and briefs subsequently on relevant meetings, roundtables, workshops, conferences and other events, organized by other organizations;
- Organizes close cooperation with Ministry of defense, Border troops, Tajikistan National Mine Action Centre and other relevant authorities;
- Liaises as Project focal point with Governmental and local authorities in the field of Mine Action and project implementation;
- Monitors project implementation in the field and provides relevant reporting;
- When required, interprets and / or translates in Tajik/Russian languages;
- Organizes relevant meetings, workshops and conferences. Prepares agendas and coordinating participation. Takes, writes, and distributes notes of these meetings;
- Maintains and develops contacts with governmental institutions, parliament, local authorities, NGOs, academic and research institutions in order to receive latest information on Mine Action developments;
- Carries out all administrative support in assistance to the Demining Officer such as Travel and Visa Admin;
- Performs other relevant work as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Completion of secondary education , preferably in military engineering / EOD / Mine Action, supplemented by formal studies/courses in administration and Mine Action;
- Minimum of 4 years of working experience in the field of security, military, Mine Action (humanitarian demining) or other relevant fields;
- Possession of the formal EOD/C-IED/Humanitarian demining courses is an advantage;
- Experience and knowledge of Mine Action (preferably humanitarian demining, land release, non-technical and technical survey, quality management, etc.) with established analytical skills (ability to produce background reports, conduct independent research), communication skills (establish and maintain contact with governmental officials, NGOs), organizational skills;
- Knowledge of the Tajik Government system and ability to co-operate closely with relevant Mine Action agencies (Commission of implementation humanitarian law, Tajikistan National Mine Action Centre, NGO’s, etc.) is an advantage;
- Computer literate with practical experience in Windows and Microsoft applications;
- Excellent written and oral communication skills in English, Russian and Tajik languages;
- Ability to frequent travel inside Tajikistan in order to monitor the Project implementation with presenting relevant reports;
- Ability to work with people of different nationalities, religion and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
