Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- First-level university degree in a relevant field(s);
- At least six years of progressively responsible professional experience in a related field, preferably in an international environment or/and within operational missions with humanitarian mine action, commercial mine action, arms control, weapon contamination;
- Experience in project management, including finance, planning, implementation, monitoring, evaluation/controlling and reporting;
- Knowledge and/or experience in International Legislation on mine action, including: in International Mine Action Standards (IMAS), in Information Management for Mine Action (IMSMA), in Technical/Non-Technical Survey; Quality Management in Mine action; Land release process; Mine Risk Education and outreach activities; Geographical Informational System (GIS) applications used in Mine Action;
- Significant experience related to mine action, arms control, identification of munitions (weapon contamination), peace-keeping operations and/or other relevant areas of military-related affairs (demining, mine clearance, mine awareness, marking and mapping, mine/explosive ordnance risk education, etc.);
- Demonstrated experience/ability to design and conduct mine awareness training in a field environment;
- Excellent analytical, diplomatic and negotiation skills;
- Professional fluency in the English language and the ability to draft documents clearly and concisely; knowledge of Russian and/or Ukrainian language is considered as a significant asset;
- Ability to drive 4x4 vehicles with a manual transmission, holding a C driving license is considered as an asset;
- Willingness/ ability to travel to hazard areas of the Mission;
- Flexibility and ability to work under pressure in a challenging environment and with limited time frames;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high-stress environments;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated ability to design and implement social survey and research, and experience in the analysis of quantitative and qualitative data;
- Ability to operate Windows applications, including word processing and e-mail. Knowledge of GIS applications especially related to digital mapping (Google MAP, ArcGIS Map) is considered as an asset.
Desirable:
- EOD, CIED, demining operations experience within last 7 years' period;
- Working knowledge of the Ukrainian and/or Russian language(s);
- Experience in working in Eastern Europe and/or knowledge of the region;
- Knowledge of the OSCE principles and commitments.
The incumbent will be responsible for coordination of Mine Action Officers activities, direct liaison and co-operation with Mine Action Officers (Mine Action Focal Points) within Monitoring Team (including operations, security, and other units), SMM Liaison Team and other mine action stakeholders in order to provide the necessary support, training, advisory required for the SMM.

Tasks and Responsibilities |
Under the immediate/direct supervision of the Senior Mine Action Officer, the incumbent will be tasked and responsible for the following duties:
- Providing support to Senior Mine Action Officer and advising on mine action issues contained in the Minsk agreements and related tasks to the Mission as they pertain to the its mandate and role;
- Assisting the Senior Mine Action Officer to provide technical expertise on mine action and related areas of operations supports the implementation of the SMM mandate and advises on progress in area of mine action within the Monitoring Team (MT), supporting as necessary, in fostering dialogue and in designing and implementing specific confidence-building measures that will enable parties to work together to reduce the threats posed by landmines and other explosive hazards;
- Supporting the Senior Mine Action Officer in preparing written communications to provide SMM management with background and context on the objectives of the mine action activities within the MT;
- As directed, coordinating work of the Mine Action Officers and all issues related to current operational mine action matters with other relevant units within the MT and cooperating with the relevant mine action stakeholders in Ukraine, including Liaison Team (LT) to support efficient and effective implementation of the Minsk agreements and related tasks, as well as other International Conventions and Standards;
- In co-ordination with the Mine Action Officers, Mine Action Outreach Coordinator, developing and managing the Mine/Explosive Remnants of War (ERW) Awareness and Mine Risk Education outreach programme for the MT's and civilian population in mine-affected areas;
- Organizing and delivering the training sessions for SMM's staff on all mine action related areas, including Mine/ERW Awareness, Mine Risk Education, Mine/ERW Risk Assessments, to raise awareness about operating in areas with unexploded ordnance, mines and related dangers; providing mine awareness training/instructions for the Mission members, as well as for the civilian population, ensuring that training curriculums are Mission-tailored, gender mainstreamed, and that the overall implementation of learning activities are based on conducted needs assessment, evaluation and analysis;
- Liaising, where appropriate, with the MT's Safety and Security Unit, Human Dimension, Operations and other units on mine action subjects, including operational safety, outreach activities, planning and coordination; operations based on situational developments in the SMM;
- Collecting, analysing and compiling mine action information and data within the MT's consolidating results, liaising with MT management (and/or other MT units), SMM LT, other entities and organisations engaged in mine action to ensure that the SMM has all data needed to keep own database updated, and reporting to Senior Mine Action Officer and/or to HO Operations Unit Management as required;
- Contributing to the reporting and to periodical analytical reports/ database, including digital mapping and whenever applicable supporting development of the Standard Operating Procedures (SOP), plans, instructions, etc. related to mine action and delivering them as requested;
- Monitoring the contaminated/hazardous areas within MT's Area of Responsibility (AoR), ensuring the collection, compiling, analysing and provision of updated information on mine-contaminated areas to the SMM, including digital mapping and maps of the hazardous areas and database; coordinating with other MT's units all mine action activities in the AoR;
- Generating weekly/monthly reports, consolidating data, conducting analyses based on the activities of mine action organisations;
- Represent the SMM at relevant workshops/meetings related to Mine Action as required;
- Performing other duties as assigned and acting as Senior Mine Action Officer as and when directed.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules. This post is within the OSCE SMM's eastern Teams (Luhansk or Donetsk Monitoring Teams (MT) with frequent travel to other hazardous areas. The selected candidate may be deployed to other locations within Ukraine, as needed.
