Background    
     
   

The monitors of the OSCE Special Monitoring Mission to Ukraine (SMM), in particular in the Eastern Ukraine are exposed to critical incidents: life threats, health and well-being. Especially when working in a hazardous environment, teams need to have proper medical coverage in order to facilitate a timely, effective, efficient and coordinated response to any serious medical incidents which involves mission members.

The provision of medical support services shall be specifically developed to address the needs and unique complexities of the entire SMM operating environment in the Eastern Ukraine, where security situation remains volatile, challenging and highly tense. Still the same principles and procedures can be applied to the teams deployed in the rest of Ukraine.  The OSCE seeks qualified expert to fulfil the tasks indicated below.

Tasks and Responsibilities    
     

 

 

  1. To prepare the Terms of Reference (ToR) for a tender for Provision of Medical Support Services for the OSCE Special Monitoring Mission to Ukraine (SMM), with the purpose to enhance and improve the SMM existing medical capabilities and duty of care procedure of all SMM personnel. The scope of work under this task would include visiting OSCE SMM Head Office in Kyiv, Ukraine and conducting meetings with SMM Medical Unit and SMM Operations Unit. In addition, the expert would be expected to visit at least two (2) SMM Monitoring Teams in Eastern Ukraine (government or non-government controlled territory), in order to obtain necessary information on SMM needs and expectations. The OSCE focal point for this project is SMM Medical Officer.
  2. To conduct the Technical Evaluation of offers submitted by the Bidders in compliance with the evaluation criteria established before tender issuance, and to recommend health providers that meet SMM¡¦s requirements. 
  3. To provide advice during evaluation of financial offers submitted by the Bidders.
  4. To provide advice during drafting/negotiation of contract with the selected contractor.

 

Deliverables:

  • Start on ToR preparation for the  Provision of Medical Support Services to the OSCE SMM in September 2017 (as per availability);
  • Delivery of the ToR by end of the first week of October  2017 (up to 15 working days);
  • Technical Evaluation of tender offers in the period 20 November to 08 December 2017 (15 working days);
  • Provision of advice during evaluation of financial offers which is to be conducted in the period 11 to 15 December (up to 5 working days);
  • Provision of advice during drafting/negotiation of contract with the selected contractor which is to be conducted in the period 02 to 22 January 2018 (up to 15 working days);

 

Note: the timeline is indicative and planned by the OSCE. Slight changes are possible, depending on the tender outcome.

     
Necessary Qualifications    
     

 

 

  • Minimum 10 (ten) years of professional working experience as a General Practitioner, Emergency Medicine or Trauma with knowledge of public health and primary health care, as well as acute medicine;
  • Experience in working with International Organizations;
  • Significant clinical experience in remote and hostile environment;
  • Excellent oral and written knowledge of English;
  • Experience in management and establishing of remote site medical operations in hostile operational environments;
  • Cultural sensitivity and political judgment;
  • Experience in the region highly desired.
     
Remuneration Package    
     
    Remuneration will be commensurate to educational background and years of relevant experience of the selected candidates, in line with the OSCE Staff Regulations and Staff Rules.
