Background | ||
Background: The Mission assisted to the Police Directorate (PD) to transform the Police High School into the Police Academy (PA) in 2009 and succeeded to change its status into a two-year police vocational training centre. The PA is currently under the jurisdiction of the Ministry of Education (MoE). Given that reform of the police education represents a key area of reform within the police service, it is vitally important that the Mission continue with further support to PA and PD in this process. In order to achieve this, it is important to provide such support on a continuous basis in line with international best practices and standards. The two years Police Development Strategy Action Plan 2016-2017 has defined some areas of the police education, recruitment, promotion and training system as priorities. Therefore, this important issue needs to be addressed as it represents a crucial area of reform within the on-going re-structuring of the police service. Namely, PA should have a leading role in providing the higher police education in the country. Besides, it should be recognised as the accredited police education institution in the region and amongst the international partner institutions. Hence the Mission kept its focus on the enhancement of the police training, police education and academic studies according to Bologna standards of academic education. Such objective is in accordance with the numerous international documents, primarily the Council of Europe and OSCE, which has emphasized the importance and linkage of the quality of police education toward the professional policing. Therefore, the Mission in cooperation with PA, under the umbrella of Project entitled “Development of educational system, training and skills of the PA and security sector agencies”, Task SCO-Training, will support development of “FS for academic police studies according to Bologna academic standards” in order to evaluate the potential for success and sustainability of the current Montenegrin police education system. Deliverables: The consultant responsible for conducting an assessment and developing of the Feasibility Study (FS) report on academic studies corresponding to the Bologna standards of academic education will be entitled 40 working days to complete the tasks and submit the report in Montenegrin language. |

Tasks and Responsibilities | ||
Preliminary Schedule for the Locally contracted consultant (40 working days): 1. Two working days in August ; Content and methodology of the Study 2. Five working days in August; Assessment and background research of the current situation and Study of existing relevant documents. 3. Three working days in August; Analysis of the comparative experiences in the police education and best practices from the region 4. Five working days in September; Collecting supplementary information (Field work with PA team), During period of 15 working days in August and September the expert will set up the basis for development of the feasibility Study of Police Education in Montenegro based on analyse of the existing legal and other documents, current national normative framework for the functioning of the Police Academy and the needs of the MoI/PD in the area of vocational and university level police education including cost effectiveness. (With assistance of the PA and MoI representatives) 5. 20 working days in September; Drafting of Study 20 working days. 6. Three working days in October; Review and finalize the Study (in-coordination with PA and MoI representatives) Drafting of Feasibility Study (FS) based on analyses conducted provide findings and recommendations, The FS containing the PA Licensing Procedure Rules on transferring the ETC credit from the existing to the new study program, Define requirements for acceptability of the offered solutions, Define conditions for implementation of the recommendation proposed: short-term (for adoption) and long-term (for implication of solutions) 7. 2 working days in October; Presentation of Study Two days Conference on Presenting the findings with the representatives of the MoI/PD, PA, The Human Resource Management Agency, University of Montenegro and the MoE Language: Montenegrin |

Necessary Qualifications | ||
- University level diploma from the Faculty of Law, Economy or Business and Management; - Minimum 4 years of experience in project management in formal and informal education; - Previous experience in vocational and university level educational projects would be considered an advantage; - Proven experience in planning, elaborating and creating strategies; - Good knowledge and understanding of education related national policies, laws and by-laws; - Excellent knowledge of Montenegrin Minimum level of English language B2- CEFR (speaking, writing, reading); - Excellent analytical skills; - Excellent communication, writing and presentation skills. | ||
