Background    
     
   

To address the needs of young people in Montenegro, the Montenegrin Government adopted the National Strategy for Youth (2017-2021) that is implemented through annual action plans. To support the overall realization of the youth policy in Montenegro, the OSCE Mission to Montenegro assisted the Ministry of Sports and Youth of Montenegro, i.e. its Directorate for Youth, in development of the 2017 and 2018 Action Plans for the implementation of the National Strategy. In particular, the Mission also assisted realization of those Action Plans through carrying out of the targeted activities related to capacity building and training on the youth policy application. In 2019, the Mission will support implementation of the measures from the 2019 Action Plan, that matches the Mission’s priorities among which is the organization of workshop on the Youth Engagement to Preventing and Countering Violent Extremism and Radicalization that Lead to Terrorism (P/CVERLT), specifically, realization of the action point 3.5 from the 2019 Action Plan.

The Mission, together with the Directorate for Youth, will organize a two-day workshop on the topic of P/CVERLT, planned for 21-22 October 2019. For this purpose the Mission intends to engage a team of two local consultants who, in co-operation with the Directorate for Youth and the Mission, will design and implement two-day programme for workshop on the topic of P/CVERLT.

The objective of this consultancy is to increase awareness and knowledge of up to thirty representatives of prominent young leaders, who shall be identified by the Directorate of Sports and the Mission from throughout Montenegro, about the P/CVERLT topics. The identification process will be based on the community engagement level and motivation to engage into the P/CVERLT field. The workshop will also have focus on current situation in the country and region, as well as Government’s plans and measures in this area. By initiating this workshop the Mission aims to contribute to the implementation of the 2019 Action Plan as part of the National Strategy for Youth (2017-2021). Therefore, the Mission invites applications from highly qualified, energetic and experienced local professionals for the two temporary consultancy posts of Local Trainer for the P/CVERLT, who would be tasked to design and implement two-day programme for workshop on the topic of P/CVERLT.

 

     
Tasks and Responsibilities    
     
   

Under the supervision of the Democratization Programme Manager of the OSCE Mission to Montenegro, the two Local Consultants will be required to perform the following tasks:

  • Develop a two-day workshop programme and materials (for up to 30 participants) in accordance with the set objectives and in close co-operation with the Democratization Programme of the Mission and the Directorate for Youth (Ministry of Sports and Youth). The documents, including material for interactive workshop (such as PowerPoint presentations, hand-outs, case studies and relevant exercises, approximately 20 pages/slides in both English and local languages), should be submitted by 20 October 2019 (1 working day, work from home);
  • Conduct a two-day workshop  in local language for a group of up to 30 participants (2 working days in total, by 30 October 2019);
  • Provide final workshop report with the evaluation and recommendations included (minimum 6 pages), in English, (by 14 November 2019, 1 working day, work from home).

Deliverables:

  • Workshop programme and materials (for approximately 30 participants) prepared in accordance with the set objectives and in close co-operation with the Democratization Programme of the Mission and the Directorate for Youth (Ministry of Sports and Youth). The documents including material for interactive workshop (such as PowerPoint presentations, hand-outs, case studies and relevant exercises, approximately 20 pages/slides) submitted in both English and local languages by 20 October 2019);
  • Approximately 30 persons increase knowledge about the P/CVERTL during the interactive two-day workshop delivered in local language (by 30 October 2019);
  • Final Workshop report with evaluation and recommendations included (minimum 6 pages) submitted, in English, (by 14 November 2019).
     
Necessary Qualifications    
     
   
  • University degree  in Political or Social Sciences, or other relevant fields;
  • Minimum 6 years of relevant working experience in capacity building in thematic areas such as work with youth and democratic governance;
  • Proven experience of minimum 4 years in developing programmes, delivering workshops/trainings and drafting written materials, such as hand-outs, session outlines, reports, recommendations;
  • Demonstrated experience of working on programmes/workshops on youth development, peace building, and/or intercultural exchanges;
  • Knowledge of the subject of Countering and Prevention of Violent Extremism would be considered as strong asset;
  • Excellent negotiation, organizational and co-ordination skills;
  • Good communication skills, flexibility and ability to work in a team, under pressure and within limited deadlines;
  • Professional fluency in English language, both oral and written.
     
Remuneration Package    
     
    The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates. The OSCE Mission to Montenegro will cover all travel related expenses for the Expert/Consultant.
