Background
Under its Project “Cultivating a Human-Centred Approach to Developing Networks of Governance Effectiveness (CHANGE)”, the OSCE Mission in Kosovo Governance Section (GS) will continue to support the Assembly of Kosovo non-majority parliamentary groups in improving the quality of their input in legislative and parliamentary oversight process.
Non-majority MPs have shown significant interest in receiving a local legal advisor to support them in their work. On the basis of this assistance, the MPs would be able to fully utilize available institutional mechanisms and parliamentary oversight tools and increase their output in the Assembly committee meetings and the Assembly plenary sessions
Objective
The Serbian-speaking MPs in particular require the services of one experienced local legal advisor to provide legal opinions, written reviews on draft laws, advice on procedural issues and any legal advice as requested, as well as provide assist and support in implementing parliamentary oversight activities through parliamentary proceedings and mechanisms. The main but not only focus of their activities will be the Committee on Rights, Interest of Communities and Returns (CRIC).
Initially the local legal advisor will be engaged for ten working days during the month of April
Tasks and Responsibilities
Under the overall supervision of the Chief of the OSCE Mission in Kosovo Governance Section and in coordination with the respective MPs, the local legal advisor will be responsible for provision of legal support and advice to the Serbian-speaking MPs. The advisor will report to the MP assigned as the coordinator for this purpose.
The tasks of the Local Legal Advisor will be to:
Deliverables
One report on the legal opinions provided to the relevant MPs on draft laws or any other legal acts (not including the contents of the advice and respecting the need for confidentiality). Reports signed by the MP coordinator and delivered to the OSCE Mission in Kosovo.

Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
