Background

The issue of safety of journalists persists as one of the threats to freedom of media in Kosovo, ever since the incidents of missing and murdered journalists over two decades, which still remain unsolved. Neither UNMIK, nor Kosovo Institutions have done any progress in bringing these cases to justice. To date, there are 13 unresolved cases, from both communities, Albanian and Serbian. On 14 February 2017, Media Section organized a Regional Conference on the Safety of Journalists, where the Chairman of the Commission for investigating killings of journalists established in February 2013 on his initiative and supported by the Serbian Government, elaborated on the Commission’s example and its subsequent success. Following the conference, Association of Journalists of Kosovo and the Association of Serbian Journalists Registered in Kosovo, as well as President Hashim Thaci, pledged their support for the establishment of a commission for the investigation of murdered and missing journalists. On that note, the Media Section is spearheading an effort to conceptualize a creation of such body intended for promotion and protection of safety of journalists, in Kosovo

Objective

To support the Association of Journalists of Kosovo and the Journalists’ Association of Serbia registered in Kosovo in establishing a Committee for the Investigation of Murdered Journalists in Kosovo, the Media Section will engage two local consultant, to compose the structure and acquire the required stakeholder buy-in to establish the Committee for the Investigation of Murdered Journalists in Kosovo between 1998-2005

Tasks

The local investigative journalist/consultant will be tasked to assist and support the key local consultant in his work to help the associations of journalists and other relevant stakeholders to establish the Committee for the Investigation of Murdered Journalists in Kosovo; and b) acquire information (family member testimony, witness interviews, additional contextual information) to raise awareness amongst the wider public on information pertaining to the disappearance/murders of 13 journalists in Kosovo between 1998 – 2005 and other tasks as follows:

  • Assist the key consultant to conduct interviews with relevant institutions, local and international prosecutors, with government representatives.
  • Assist the key consultant to create consensus and clarification of the goals of all necessary stakeholders.
  • Assist the key consultant to raise public awareness about the need to create the commission and investigate cases of murdered journalists.
  • Assist the key consultant to create the initiative for the establishment of the commission with the composition of most interested representatives, and active journalists associations.
  • Assist the key consultant to liaise with the Prime Minister’s office and the President to ensure maximum cooperation while at the same time does not compromise the initiative and the creation of the commission.
  • Assist the key consultant to create basic documents for the establishment of the commission, and a relevant plan for its work, but also a credible proposal for the composition of the Commission.
  • Assist the key consultant to establish a database of all cases, which has so far been collected in different institutions.
  • Assist the key consultant to find forms of cooperation with relevant institutions in Serbia through the Commission in Serbia, in order to see what can in terms of cooperation with the relevant justice and security institutions and gain any relevant information from what has been done on these cases.
  • Assist the key consultant to establish working groups which work and adopt the work plan and to be implemented by the Commission.
  • Assist the key consultant to ensure media coverage of cases through the utilization of the local journalist engaged to work throughout the period of 10 months together with the local consultant.

Deliverables:

  • Assists the key consultant  to provide a detailed structure for the creation of the Committee for the Investigation of Murdered Journalists in Kosovo between 1998 and 2005
  • Assists the key consultant to prepare bi-monthly progress reports to the activity manager supplemented with information obtained as result of investigations conducted by the journalist
  • Assists the key consultant to provide detailed meeting agendas and debriefings from meetings and interviews with relevant institutions in Pristina, Belgrade and elsewhere delivered to the activity manager
  • Assists the key consultant to collect and summarize findings from investigations
  • Assists the key consultant to provide regular monthly reports containing the summary of findings from the meetings and interviews and other forms of data collection for the period of 10 months and one final report upon provision of services.

Performance Indicators:

Regular reporting provided to the key consultant on the initiative to establish the commission is provided on bi-monthly basis to the activity and project manager. Assists the key consultant to provide relevant and sensitive material and share with the Mission and clear before its public utilization and or meetings with senior representatives of public institutions; The local journalist/consultant organize regular meetings with relevant partners and stakeholders; Deliverables completed on time and as agreed with project manager; Ensures positive feedback and progress towards creation of the commission

Qualifications:

  • University degree in political science, journalism, or relevant social science field
  • More than 5 years of experience on journalism
  • Demonstrable knowledge of monitoring methodologies and proven analytical skills
  • Outstanding communication skills
  • Excellent knowledge of the state of media in Kosovo
  • Ability to provide feedback in a constructive manner
  • Experience working for the OSCE is desirable
  • Knowledge of Albanian language is required
  • Knowledge of English and/or Serbian language is desirable

Remuneration Package

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
