Background    
     
   

The OSCE Mission to Montenegro has a long-term dedication to the promotion of gender equality principles. In order to further build on the achieved results and to ensure future sustainability in the area of gender mainstreaming, the Mission will continue to work in partnership with the Ministry for Human and Minority Rights and its Department for Gender Equality, with the aim of supporting the National Strategy for Gender Equality and the implementation of its Action Plan for Achieving Gender Equality in Montenegro 2017-2021. Supporting the work of designated municipal gender equality focal points (GFPs) is an important part of promoting gender equality and the empowerment of women at the local level. In this regard the Mission will support the creation of a pool of trainers that will be equipped to become awareness-raising agents in their respective municipalities and the neighbouring ones. In this regard, the Mission will engage two local experts to conduct Training of Trainers on Gender Equality for representatives of several municipalities (one expert will concentrate on gender equality topic and one expert will concentrate on training techniques). The training programme will include two Modules to be followed by two-day practical presentations (7 working days in total).

The Democratization Programme therefore invites applications from highly qualified, energetic and experienced National professional for the temporary consultancy post of Local Expert/Trainer of Trainers on Training Skills to develop and implement a training program so that the participants of the ToT on Gender Equality should be able to conduct training and awareness-raising events within their respective municipalities. The expert will be required to focus on training techniques and methods which will enhance the training skills of the participants.

     
Tasks and Responsibilities    
     
   

The Local Expert will be tasked with the following:

  • In close co-ordination with the Mission, design and develop the training curricula and materials based on the set objectives and share it electronically with the OSCE Mission to Montenegro/Democratization Programme (1 working day in total). The documents including material for interactive training (PowerPoint presentations, hand-outs, and relevant exercises, minimum 10 pages/slides) and evaluation sheets (1-2 pages) should be made available in both English and Montenegrin language (by 23 October 2018 for Module 1 and by 29 October 2018 for Module 2); 
  • Deliver interactive three-day training (Module 1) in Podgorica for approximately 16 participants (3 working days in total) (by 31 October 2018). The training will have a participatory approach, focusing less on the theoretical sessions and using skill-based training methodology, offering a variety of practical examples and exercises; 
  • The training should have a strong interactive component and should focus on teaching training techniques, methods and tools; 
  • Provide on-line mentoring (1 working day in total) related to the tasks given to the participants during the training (Module 1) (by 7 November 2018); 
  • Deliver interactive two-day training (Module 2) in Podgorica for approximately 16 participants (2 working days in total) (by 11 November 2018). The training should focus on creating a course on gender equality so the participants of the ToT should be able to conduct training courses to the target groups using the developed training material; 
  • Provide on-line mentoring and review of prepared presentations (1 working day in total) by the participants based on the inputs given by the trainer during the training (Module 2) (by 14 November 2018);
  • Coach the participants during two-day presentations/model workshops (2 working days in total) and give feedback to them so that they could conduct training courses afterwards (approximately 16 participants divided in pairs) (by 18 November 2018); 
  • The local expert for ToT on training skills will be tasked to focus on training techniques and how to develop/prepare a workshop and submit a final report in English (minimum 3 pages) about the process and the final recommendations (by 19 November 2018).

Deliverables:

  • On-line mentoring and review of prepared presentations (1 working day in total) by the participants based on the inputs given by the trainer during the training (Module 2) is provided (by 14 November 2018); 
  • Two-day presentations/model workshops (2 working days in total) are held and feedback is given to the participants so that they can conduct training courses afterwards (approximately 16 participants divided in pairs) (by 18 November 2018); 
  • Final training report in English (minimum 3 pages) about the process and the final recommendations are submitted (by 19 November 2018).
     
Necessary Qualifications    
     
   
  • University degree in the relevant field; gender studies would be considered an asset; 
  • 8+ years of professional experience in preparing and delivering trainings, including solid experience on ToT;
  • Knowledge and skills in training techniques; 
  • Experience in adult learning concepts and theories and able to stimulate participants to take active part; 
  • Excellent negotiation, organizational and co-ordination skills; 
  • Ability to work with minimal supervision; 
  • Fluency in Montenegrin language and good knowledge of English; 
  • Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity; 
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; 
  • Previous experience working with other international organizations would be considered as an asset.
     
Remuneration Package    
     
    The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
