The OSCE Mission to Montenegro has a long-term dedication to the promotion of gender equality principles. In order to further build on the achieved results and to ensure future sustainability in the area of gender mainstreaming, the Mission will continue to work in partnership with the Ministry for Human and Minority Rights and its Department for Gender Equality, with the aim of supporting the National Strategy for Gender Equality and the implementation of its Action Plan for Achieving Gender Equality in Montenegro 2017-2021. Supporting the work of designated municipal gender equality focal points (GFPs) is an important part of promoting gender equality and the empowerment of women at the local level. In this regard the Mission will support creation of a pool of Trainers that will be equipped to become awareness-raising agents in their respective municipalities and the neighbouring ones. In this regard, the Mission will engage two local experts to conduct Training of Trainers on Gender Equality for representatives of several municipalities (one expert will concentrate on gender equality topic and one expert will concentrate on training techniques). The training programme will include two Modules to be followed by two-day practical presentations (7 working days in total).

The Democratization Programme therefore invites applications from highly qualified, energetic and experienced National professional for the temporary consultancy post of Local Expert/Trainer of Trainers on Gender Equality to develop and implement a training program so that the target audience is able to conduct training and awareness-raising events within their respective municipalities. The identified Local Expert will be required to focus on strengthening the gender mainstreaming knowledge of the participants.

     
Tasks and Responsibilities    
     
   

The Local Expert will be tasked with the following:

  • In co-operation with the Mission, prepare background materials for the international expert related to gender budgeting in Montenegro. In close co-operation with the international expert design and develop two-day training programme (for up to 25 participants) in accordance with the set objectives and share it electronically with the OSCE Mission to Montenegro/Democratization Programme (1 working day in total). The documents including material for interactive training (PowerPoint presentations, hand-outs, case studies and relevant exercises, minimum 10 pages/slides) and evaluation sheets (1-2 pages) should be made available in Montenegrin and English language (by 26 October 2018);
  • Deliver the interactive two-day training course (2 working days in total) in full coordination with the international expert in Montenegrin language (by 31 October 2018);
  • The training should have an interactive component and should include the following sessions: - Montenegrin legal framework and international commitments related to the field of gender equality; - Tools for implementation of gender budgeting (i.e. budget analysis and assessment from gender perspective);
  • Local expert should support the international expert in all other session, exercises etc.;
  • In co-ordination with the international expert, prepare a joint final report (minimum 6 pages) in English about the about the programme, including also recommendations for future capacity building activities and share it with the Programme Manager/Democratization; Discuss recommendations with the Parliament’s Committee on-line (1 working day in total) (by 02 November 2018).

Deliverables:

  • The joint final report (minimum 6 pages) in English about the about the programme, including also recommendations for future capacity building activities is prepared and shared with the Programme Manager/Democratization; Recommendations are discussed on-line with the Parliament’s Committee (1 working day in total) (by 02 November 2018).
     
Necessary Qualifications    
     
   
  • University degree in law, public administration, business administration, finance or other relevant field;
  • 8+ years of professional experience in preparing and delivering trainings on the topic of the gender mainstreaming and gender budgeting;
  • Knowledge and experiences working on gender equality policies, mechanisms, and projects;
  • Previous experience or projects involving parliament and senior management staff in public administration would be considered as an asset;
  • Experience in adult learning concepts and theories and able to stimulate participants to take active part in training;
  • Ability to work with minimal supervision;
  • Fluency in Montenegrin language and good knowledge of English;
  • Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Previous experience working with other international organizations would be considered as an asset.
     
Remuneration Package    
     
    The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
