Background | ||
To tackle the needs of young people in Montenegro, the Government of Montenegro adopted the National Strategy for Youth (2017-2021). In the period 2017-2019, the OSCE Mission to Montenegro assisted the Ministry of Sports and Youth of Montenegro, i.e. the Directorate for Youth, to develop the annual action plans for the implementation of the Strategy. The new Law on Youth came into force in May 2019. It defines new mechanisms for the implementation of the youth policy at both national and local level. At the local level, municipalities are obliged to develop their local youth action plans. To support this process, the Mission will organize, in co-operation with the Directorate for Youth, a two-day workshop on strengthening the capacities of youth focal points from Montenegrin municipalities to implement the youth policy framework and the above-mentioned action plans. For this purpose, the Mission will engage a team of two Local Experts – Trainers who will design and implement the two-day workshop programme.
The Democratization Programme of the OSCE Mission to Montenegro therefore invites applications from highly qualified, energetic and experienced local professionals for a temporary consultancy post of Local expert of the Youth Policy in Montenegro, who will be working in pair with other local expert, to prepare and deliver two-day workshop on strengthening the capacities of youth focal points from Montenegrin municipalities to implement the youth policy framework and the above mentioned action plans. The objective of this consultancy is to further develop capacities of up to thirty participants - youth focal points from various municipalities, to implement the youth policy framework at the local level. The workshop will focus on how to proceed with developing annual local action plans and on building the capacities of the participants to implement key measures and obligations defined by the law. The workshop will tackle also the topic related to the establishment and functioning of the municipal youth clubs/services. |

Remuneration Package | ||
The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates. | ||
