Background    
     
   

Support to the overall gender mainstreaming process will be enriched by capacity building for the media as an influential means of communicating gender equality values to the broader public. In this regard, the Mission will engage two local experts to conduct a two-day workshop on gender equality for representatives of media, especially for the focal points for gender equality in media. This activity is in line with the national Action Plan for Gender Equality (objective 6.2).

The Mission has a long-term dedication to the promotion of gender equality principles. In order to further build on the achieved results and to ensure future sustainability in the area of gender mainstreaming, the Mission will work in partnership with the Ministry for Human and Minority Rights and its Department for Gender Equality, with the aim of supporting the National Strategy for Gender Equality and the implementation of its Action Plan for Achieving Gender Equality in Montenegro 2017-2021. The gender equality training will offer relevant knowledge, standards and tools to the media representatives in order to enable them to implement gender equality principles in their work.

The Democratization Programme therefore invites applications from highly qualified, energetic and experienced National professionals for the temporary consultancy post of Local Expert for Media Training on Gender Equality who will develop and deliver a two-day workshop on gender equality and gender mainstreaming for media representatives in order to increase their gender-awareness.

     
Tasks and Responsibilities    
     
   

The team of two local experts will be tasked to: 

  • Design and develop two-day workshop programme (for approximately 25 participants) in accordance with the set objectives and in close coordination with the OSCE Mission to Montenegro/Democratization Programme (1 working day in total). The documents including material for interactive training (PowerPoint presentations, hand-outs, case studies and relevant exercises, minimum 10 pages/slides) and evaluation sheets (1-2 pages) should be made available in English language (by 21 November 2018); 
  • Deliver the interactive two-day workshop in Podgorica for approximately 25 participants (2 working days in total) (by 23 November 2018); 
  • Prepare a joint final report (minimum 5 pages) in English about the process and the final recommendations for the future activities (1 working day in total) (by 24 November 2018).

Deliverables:

  • Two-day workshop programme (for approximately 25 participants) is designed and developed in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/Democratization Programme (1 working day in total). The documents including material for interactive training (PowerPoint presentations, hand-outs, case studies and relevant exercises, minimum 10 pages/slides) and evaluation sheets (1-2 pages) are submitted in English language (by 21 November 2018); 
  • The interactive two-day workshop in Podgorica for approximately 25 participants is delivered (2 working days in total) (by 23 November 2018); 
  • The joint final report (minimum 3 pages) in English about the process and the final recommendations for the future activities is prepared (1 working day in total) (by 24 November 2018);
     
Necessary Qualifications    
     
   
  • University degree in the media, public administration or relevant field; gender studies would be considered an asset; 
  • 6+ years of professional experience in preparing and delivering trainings on the topic of the gender equality and gender-mainstreaming; 
  • Knowledge and work experience in media sector, gender equality policies, mechanisms, and projects, especially at the local level would be considered as an asset; 
  • Experience in adult learning concepts and theories and able to stimulate participants to take active part; 
  • Excellent negotiation, organizational and co-ordination skills; 
  • Ability to work with minimal supervision; 
  • Fluency in Montenegrin language and good knowledge of English; 
  • Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity; 
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; 
  • Previous experience working with other international organizations would be considered as an asset;
     
Remuneration Package    
     
    The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
