The Parliamentary Institute serves as a specialised information centre, which provides information and makes records and library resources available. These records and library resources are collected, kept and processed in the Parliamentary Institute, and are necessary for timely and quality exercise of parliamentary office, work of the parliamentary service and the work of the Members of Parliament (MPs). The Parliamentary Institute is composed of the following units: Research Centre, Library and Documentation Centre and Archive, and Education Centre. In order to support further enhancement of the work of the Parliamentary Institute, the Mission will organize a series of training workshops for the research staff on data visualization. This is particularly important because it would allow the Research Centre to communicate effectively information, complex data or knowledge in an eye-catching and easy to understand manner, to the internal and external audience.
The Democratization Programme therefore invites applications from highly qualified, energetic and experienced local professionals for the temporary consultancy post of a Local Expert on Infographics and Data Visuals to prepare and deliver a training program to equip the staff of the Parliamentary Research Centre and Library, Documentation and Archive with the necessary skills and competences to design infographics. The local expert will provide workshops on basic and advanced use of Excel for graphs and charts, Infographics and its practical use, how to use PowerPoint and Adobe Illustrator for Infographics, and finally provide practical exercises based on the inputs from the Parliamentary Institute.

Under the supervision of the Democratization Programme Manager of the OSCE Mission to Montenegro, the Local Expert will be required to perform the following tasks:
- Prepare12-days training programme and materials (for approximately 10 participants) on practical use of Infographics, basic and advance use of Excel for graphs and charts, use of Power Point and Adobe Illustrator for Infographics, and practical exercises. All documents including material for interactive training (presentations, hand-outs and relevant exercises) are submitted in local and English languages, of minimum 10 pages/slides, by September 4, 2020, working from home (two working days in total);
- Deliver the two-day training on Infographics and its practical use for approximately 10 participants in local language, by September 13, 2020, in Podgorica (two working days in total);
- Deliver one-day training on basic use of Excel for graphs and charts for approximately 10 participants in local language, by September 20, 2020, in Podgorica (one working day in total);
- Deliver the two-day training on advanced use of Excel for graphs and charts for approximately 10 participants in local language, by September 27, 2020, in Podgorica(two working days in total);
- Deliver the two-day training on use of PowerPoint for Infographics for approximately 10 participants in local language, by October 4, 2020, in Podgorica (two working days in total);
- Deliver the two-day training on use of Adobe Illustrator for Infographics for approximately 10 participants in local language, by October 10, 2020, in Podgorica (two working days in total);
- Deliver the three-day training with practical exercises based on the inputs provided by the Parliament for creating Infographics for approximately 10 participants in local language, by October 17, 2020, in Podgorica (three working days in total);
- Prepare one specific research product/sheet with Infographics as an example for future reference using data provided by the Parliament Institute, by October 22, 2020, working from home (one working day in total);
- Prepare Final Report on the process with recommendations for future capacity building activities in English language, of minimum 1 page, by October 25, 2020, working from home.
Deliverables:

- Two-day training on use of PowerPoint for Infographics is delivered in Podgorica for approximately 10 participants in local language, by October 4, 2020, in Podgorica (two working days in total);
- Two-day training on use of Adobe Illustrator for Infographics delivered in Podgorica for approximately 10 participants in local language, by October 10, 2020, in Podgorica (two working days in total);
- Three-day training with practical exercises for creating Infographics is delivered in Podgorica for approximately 10 participants in local language by October 17, 2020, in Podgorica (three working days in total);
- One specific research product/sheet with Infographics is prepared by October 22, 2020, working from home (one working day in total);
- Final Report prepared about the process and recommendations for future capacity building activities in English language, of minimum 1 page, by October 25, 2020, working from home.

- University degree in the area of graphic design, administration, IT or related fields;
- Minimum 4 years of professional experience in one of the following areas: graphic design or marketing or administration;
- Experience with, but not limited to, Adobe Creative Suite and Microsoft Office package;
- Previous experience in producing graphic materials and illustrations for non-profit organizations, projects and/or campaigns, proven by providing portfolio, including examples of leaflets, infographics, banners for social media and illustrations upon request of the Mission;
- Knowledge of adult learning concepts and theories as well as of communication and presentation methodologies;
- Excellent negotiation, organizational and co-ordination skills;
- Professional fluency in the local language, both oral and written and professional fluency in English;
- Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
