Background  

In line with the Kosovo Strategy and Action Plan against Trafficking in human beings (THB) 2015-2019, during April 2019 the Mission will organize a three-day interinstitutional joint training on strengthening  inter-sectorial cooperation on THB  for law enforcers involved in tackling of THB in Mitrovica/Mitrovicë North region with the aim to strength mutual co-operation in investigation of THB cases.

The training will cover the following topics: 

  • Domestic and international THB legal instruments
  • THB process, elements of criminal act of THB
  • Techniques for identification of the victims of trafficking (VoT), adults and minors
  • Techniques for interrogation of  VoT, in particular child VoT
  • Referral and protection of  VoT
  • Investigation and prosecution of THB cases , through presentation of the case studies and good and  bad practices
  • Inter-sectoral co-operation in tackling THB

Objective:

The aim of the joint training is to increase mutual co-operation among the different institutions involved in tackling of THB, and improve and strengthen participants’ skills in the area of identification, protection, referral of victims of trafficking and successful investigation of traffickers.  

Tasks and Responsibilities; 

Under the supervision of the Activity Manager, the local expert shall:

  1. Develop appropriate interactive adult training methodology and materials in consultation with activity  manager and deliver the training timeline, training agenda,  presentations, exercises and case studies to the  Activity Manager two weeks prior to the training
  2. Develop a short suitable assessment exercise to assess the skills which have been developed by participating in the training course
  3. Identify candidates with appropriate skills who can receive further advanced training of trainers on this subject
  4. Provide a three-day training on practical implementation of SOPs for trafficked persons for 24 participants and assist them in addressing the challenges that they encounter during the training
  5. Provide all the training material produced and offer advice on the sustainability of this advanced training programme related to the topic to the activity manager
  6. Produce the final consultancy report and recommendations for further actions which have been identified during the course of the training. 

Deliverables:

  • 15 April 2019, submit the training plan, agenda and material to the activity manager for his/her approval and potential amendment
  • By 20 April 2019, finalize the training plan, agenda and material and submit them to the Activity Manager
  • From 23 to 25 April  2019, deliver the three-day training to the participants
  • By 30 April 2019, submit the post-training evaluation report, including the assessment of the effectiveness of the training and recommendations for further actions. 

Performance Indicators:

  • The draft and final full training packages in English, including the training materials, training presentations, training schedule, class exercises and case studies submitted timely and approved by the activity manager
  • The training course delivered as scheduled and planned in a requested format and the satisfaction of the activity manager
  • Positive feedback from training participants (training evaluation questionnaire)
  • A qualitative post training evaluation report including the assessment of the effectiveness of the training and recommendations is submitted to the activity manager.

    Necessary Qualifications:    

  • Advanced university degree in Law, Police Academy, International relations, Social sciences or other related fields is required
  • At least five (5) years of relevant professional experience in the field of THB is required
  • Strategic thinking and strong analytical skills including initiative, skills  and maturity of judgment
  • Ability to work under pressure and meet deadlines
  • Excellent written and oral communication skills in Serbian and English are desirable
  • Demonstrate ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender

Desired additional Qualifications:

  • A broad range of practical experience in the field of THB especially in identification and protection of victims of trafficking is desirable

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
