Background    
     
   

The Governance Section’s 2018 project “Building Greater Accountability for Governance Effectiveness (ENGAGE)” aims inter alia at fostering the relationship between government and citizens through activities specifically designed to support the government in promoting a systematic and open communication with citizens.  Namely as part of the project, the Governance Section will support the Office of the Prime Minister to develop digital communication platforms for all communication offices in the government and enhance the professional capacities of officials that will implement these platforms. To achieve this Governance Section will require a local Expert in designing the communication platforms and delivering tailor-made capacity development and training programmes in the area of digital communication.

Objective

The local expert will review the current legal framework regulating the digital communication,  develop the digital communication concept, prepare social media toolkit and deliver trainings on the developed platforms to the selective officials form communication offices in 21 ministries - the target group of this expertise requirement.

     
Tasks and Responsibilities    
     
   

The local expert shall perform the following tasks:

  • Review relevant legal framework regulating digital communication, mainly the Administrative Instruction (MPA) No. 01.2015 on the web sites of public institutions and propose needed changes
  • Develop a template on websites of the public institutions
  • Develop newsroom for state portal
  • Draft a social media toolkit
  • To deliver a two day workshop for communications officer in the Government on digital communication
  • Develop a training module on digital communication in cooperation with Public Communication Office in OPM and the Kosovo Institute for Public Administration (this module than will be used by Government communication officials to train other staff)
  • Deliver a two day training on digital communication for Government staff (Government Coordination Secretariat, Department for Policy Coordination and European Integration, Legal Department, Office of Strategic Planning, Public Communication Office)
  • Draft and submit the final report on the overall assignment, taking into consideration the feedback and the guidance of the Governance Section team; and

Deliverables

The expert will report to the National Programme Officer and work closely with other members of the Governance Section team. The expert shall submit the following deliverables:

  • Propose changed to the relevant regulatory framework and develop the template for the website  (due end of April 2018)
  • Develop the newsroom template for government portal  (due end of May 2018)
  • Draft and deliver the social media toolkit ( Due end of June 2018)
  • Develop a training module (Due end of July)
  • Deliver two-day training workshop for 21 participants (by 15  September 2018);
  • Final report (due end of September 2018)

Performance Indicators

  • Effective and efficient communication with the Governance Section team
  • The expert should produce the digital website platforms
  • The expert should produce the social media toolkit
  • The expert should provide training curricula for 2 days of training. The Project manager will confirm the quality of deliverables submitted by consultant
  • Flexible on possible new instructions to be taken into consideration which may derive from the GS team through his/her assignment
  • Timely submission of all the deliverables and other products that are foreseen with this TORs.
     
Necessary Qualifications    
     
   
  • University degree in communications, journalism, business, computer science, design
  • A minimum of three years of successful experience as a digital communication specialist
  • Experience with web design and content management systems
  • Excellent written and verbal communication skills, and the ability to explain web concepts and tools to professionals of varying technological skill
  • Candidates should be able to balance independent work and self-management with a strong collaborative approach
  • Demonstrated professional experience with content management systems, social media, and photography
  • Additional qualification in web design or animation is a plus.

Remuneration Package    
     
    Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
