Field of Expertise Requirements    
     
    Brief description of required services: The Mission will support the Directorate for Youth within the Montenegrin Ministry of Sports to develop the 2018 Action Plan for implementation of the National Strategy for Youth (2017-2021). In order to achieve this goal, the Mission will hire an expert that will draft the Action Plan and that will conduct a two-day workshop with relevant stakeholders in order to include relevant inputs in the draft. Following the workshop and in coordination consultation with the Directorate for Youth, the expert will finalize the Action Plan with a detailed activity plan. The consultancy will cover 15 working days.
     
Level of Professional Competence Requirements    
     
   

The OSCE recognizes the important role and contribution that youth can have for the constructive development of the country. The OSCE’s commitments to promote the role and the inclusion of youth dates back to its founding document, the Helsinki Final Act, and has been strengthened through many subsequent OSCE decisions. The main strategic document in the area of youth in Montenegro is the National Strategy for Youth (2017-2021). Its implementation is under the responsibility of the Directorate for Youth within the Ministry of Sports. The Action Plan for 2017 for the implementation of the National Strategy was developed jointly with the Strategy. The new Action Plan for 2018 will be drafted based on the overall Strategy, the activities implemented in 2017 and a wider consultation process including also the civil sector. The OSCE Mission to Montenegro will provide support to the Directorate of Sports by hiring an expert. The expert will be engaged for a maximum of 15 working days in the period 06 November – 20 December 2017.

Objective:

To develop the Action Plan for 2018 for implementation of the National Strategy for Youth (2017-2021).

Deliverables:

  • Prepared first draft of the Action Plan based on the performed desk research;
  • Conducted the two-day workshop with the relevant stakeholders, in pair with an additional trainer;
  • Produced final Action Plan for 2018 for the implementation of the National Youth Strategy with the detailed activity plan.
  • Produced a short report (max three pages) in English to include the implemented activities during the consultancy and a feedback from the workshop.
     
Mission Specific Requirements    
     
   

The expert will be responsible to perform tasks related to development of the 2018 Action Plan for implementation of the National Strategy for Youth. Specifically, the incumbent will:

  • Perform the desk research related to the implementation of the National Strategy for Youth in 2017;
  • Prepare a draft Action Plan for 2018 prior to the two-day workshop with the relevant stakeholders to be organized by the Directorate for Youth;
  •  Conduct the two-day workshop on development of the Action plan with the relevant stakeholders, in pair with an additional trainer;
  • Communicate with the Directorate for Youth related to their internal consultations with government bodies related to the comments on the developed draft Action Plan;
  • Integrate inputs from the workshop and consultations into the draft Action Plan and produce its final version;
  • Perform other duties as required.
     
Tasks and Responsibilities    
     
   
  • Citizen or permanent resident of Montenegro;
  • University level diploma (political or social sciences or other relevant fields);
  • Relevant professional experience related to the youth area;
  •  Excellent knowledge of national and international legal instruments on youth policy;
  •  5-10 years of relevant working experience in leading and facilitating process of development of policy documents on national and international level;
  • Proven experience in working on strategic documents or analyses related to youth policy in Montenegro;
  • Good communication skills, flexibility and ability to work under pressure and within limited deadlines;
  • Knowledge of English language.
