Background    
     
   

 

In increasing cultural diversity, our future depends on society’s ability to foster mutual understanding. Citizens from a variety of social backgrounds play and watch sport. This is the reason why sport can have an educational and socializing effect. In this respect, sports represent an ideal vehicle for strengthening intercultural dialogue and social integration among youth. In 2020, the OSCE Mission to Montenegro will continue its long-standing partnership with RYCO LBO and the Ministry of Sports and Youth to support mainly visibility and capacity building activities in line with RYCO and the Government’s youth strategy. Therefore, the Mission will support the Regional Youth Co-operation Office (RYCO) and the Directorate for Sports of the Ministry of Sports and Youth of Montenegro in organizing a three-day capacity building training on "Intercultural Competences in Sports with Young Athletes”.

 

The Democratization Programme of the OSCE Mission to Montenegro therefore invites applications from highly qualified, energetic and experienced local professionals for a temporary consultancy post of Local Expert for a Capacity Building Training, who will be working in pair with other local expert, to prepare and deliver three-day capacity building training on intercultural competences in sports. The objective of this consultancy is to develop capacities of up to twenty-five young athletes from Montenegro, identified by the Directorate for Sports in the Ministry of Sports and Youth of Montenegro, in the area of intercultural competences, thus enabling them to further encourage and shape intercultural learning processes through sport activities, and this way ultimately contribute to positive intercultural relations in society, among youth. Gender and access to sport should also be taken into consideration.

 

     
Tasks and Responsibilities    
     
   

 

Under the supervision of the Democratization Programme Manager of the OSCE Mission to Montenegro, the Local Expert – Trainer, working in pair with the second Expert, will be required to perform the following tasks:

  • Develop three-day training programme and materials (for up to 25 participants) in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/Democratization Programme and the Directorate for Sports (Ministry of Sports and Youth). The documents, including material for interactive workshop (such as PowerPoint presentations, hand-outs, case studies and relevant exercises - variety of interactive delivery methods such as case studies, role-plays, mini lectures, group discussions, individual and group presentations, working in pairs, work in small size groups and receiving/giving feedback), of  minimum 20 pages/slides in both English and local language, should be submitted by 18 October 2020 (1 working day, work from home);
  • Conduct a three-day capacity building training in local language for a group of up to 25 participants, in Kolasin by 23 October 2020 (3 working days in total);
  • Provide final Workshop Report with the evaluation and general recommendations included (minimum 6 pages), in English, by 25 October 2020 (1 working day, work from home).

Deliverables:

  • Three-day training programme and materials (for approximately 25 participants) prepared in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/Democratization Programme and the Directorate for Sports (Ministry of Sports and Youth). The documents, including material for interactive workshop (such as PowerPoint presentations, hand-outs, case studies and relevant exercises - variety of interactive delivery methods such as case studies, role-plays, mini lectures, group discussions, individual and group presentations, working in pairs, work in small size groups and receiving/giving feedback), of  minimum 20 pages/slides, in both English and local language, submitted by 18 October 2020;
  • Approximately 25 persons increased their knowledge about intercultural learning processes in sport activities, and as a result will actively contributed to positive intercultural relations during the interactive three-day capacity building training in Kolasin, delivered in local language (by 23 October 2020);
  • Final Workshop report with evaluation and general recommendations included (minimum 6 pages) submitted, in English, (by 25 October 2020);
     
Necessary Qualifications    
     
   

 

  • University degree  in Political or Social Sciences or other relevant fields;
  • Minimum 6 years of relevant working experience in work with youth, intercultural learning and democratic governance;
  • Experience in developing programmes, delivering workshops and drafting written materials, such as hand-outs, session outlines, reports, recommendations, preferably on youth development, peace building, and/or intercultural exchanges;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Excellent negotiation, organizational and co-ordination skills;
  • Good communication skills, flexibility and ability to work in a team, under pressure and within limited deadlines;
  • Professional fluency in local language and good knowledge of English language, both oral and written.

 

     
Remuneration Package    
     
   

 

The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
