Background
The Pejë/Peć region suffers from a low presence of non-majority media and lack of coverage of issues related to non-majority communities. To improve reporting and promote the rights of communities, the Media Section will identify, through a request for quotations process, a non-majority media outlet in the region to enhance their television production capacity and produce stories of community relevance. Following positive developments through local media television capacity building initiatives in the north of Kosovo in 2017, a local television production expert will be engaged to work with the media outlet in producing programs on the inclusion of returnees and non-majority communities, as well as gender equality issues of non-majority communities. The subject is a key Mission priority and aims to stimulate dialogue amongst the Kosovo-Serb and Kosovo-Albanian community in the region. The media outlet will be commissioned to produce at least eight 30-minute programs on the aforementioned theme to demonstrate their developed skills. Some of these programs will entail the gender equality and domestic violence as they are issues to be dealt by the media on daily basis. These programs will encourage additionally the media to report on such issues regularly. Tailored coaching and practice will enable the media outlet to produce high-standard video content, as well as raise awareness on the returnee process in the Pejë/Peć region by producing positive stories on the life of returnees and the everyday life of non-majority communities. The programs will also be broadcast on RTK2. The activity will be conducted in collaboration with RC Pejë/Peć and will take place throughout 2018. To implement the activity, next to the non-majority media outlet, a local expert in video production and editing will be engaged for a spread 30-day period to enhance the capacity of the media outlet.
Objective
The OSCE Mission in Kosovo requires the services of an experienced Serbian speaking consultant to enhance the capacity of selected media outlet. The consultant will work for a period of thirty (30) days in coordination with the Media Section Activity Manager to expand the capacity of local TV journalists, respectively their media outlet.

Remuneration Package:
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
