Background  

The Media Section will support 14 Kosovo Bosniak and Kosovo Serb journalists, from RTK2 programming and wider media outlets, through a two-day training session on professional reporting standards and adherence to codes of ethics. The Media Section   will provide examples of high and low quality reporting. Several exercises will engage the journalists in developing habits that more effectively adhere to codes of conduct, including the Press Code of Kosovo. The two-day training session will include a total of 14 participants at a yet to be decided location in Kosovo. A local expert will be engaged to conduct he training in the applicable language.

Objective

The OSCE Mission in Kosovo requires the services of a Serbian speaking consultant to enhance the capacity of selected media outlet. The consultant will work for a period of seven (7) days in coordination with the Media Section Activity Manager to expand the capacity of local TV journalists, respectively their media outlet.

The consultant will be engaged for 7 days in total (3 preparation days, 2 full day training and 2 days of follow up with media and evaluation).  

Tasks and Responsibilities  

The scope of the work performed by the consultants will include the following:

  • Facilitate two-day training course for 14 journalists on television production, editing techniques, professional journalism, adherence to the codes of ethics and applicable media legislation
  • Provide hands-on training on production
  • Provide hands-on training on editing techniques and storytelling
  • Provide hands-on training on TV production and live TV production
  • Provide hands-on training on editorial decisions in compliance with journalism practices in local languages, Albanian and Serbian
  • Equip participants with skills of contemporary journalism standards in television production and graphic and visual design techniques
  • He/She shall present an assessment report on the applicable media legislation for journalists in cases of violations of legal provisions, and consequences to their reporting and limitations to freedom of expression
  • Local consultant  shall present an assessment report on the implementation of applicable codes of conduct for print and electronic media, and the consequences of their non-adherence to the media profession itself and the public
  • Prepare and deliver post-training report and evaluation.

Deliverables

Within thirty (30) days after receiving information from Media Section Project Manager on planned activities for Strengthening Production Capacity of Local Media local consultants will:

  • Carry out three days of preparatory work to develop a training program for journalists of RTK2
  • Prepare and deliver a timeline for two-day training
  • Implement two days of training on Professional Reporting Standards and Adherence to Codes of Ethics and graphic and visual design techniques
  • Carry out three days of follow-up with media outlet and draft evaluation report
  • Follow-up and draft the final evaluation report

Performance Indicators:

  • Final documents incorporating comments received from the Project Manager delivered on time in an appropriate format and quality as requested by the Project Manager
  • Consultancy implemented as planned

Necessary Qualifications  

University degree in law, political science, journalism or other related field

  • Fifteen years of relevant professional experience in media/journalism and communication sector
  • Extensive experience in broadcast journalism
  • Previous experience in training of journalists and editors
  • Knowledge of media development; ability to deal with media development in South-eastern Europe with particular knowledge of Kosovo media landscape
  • Extensive experience in functioning of broadcast services
  • Professional knowledge of Serbian and English 
  • Computer literacy

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
