Background

The Media Section is engaged in enhancing the capacity of local media outlets operating in non-Albanian languages. Three television outlets have been selected from north Kosovo and Prishtinë/Priština to enhance their capacity in television production. Identified media outlets all have production capacity and in-house human resources but lack experience and know-how. Working alongside local consultant, and Media Section’s staff, the journalists will receive guided advice and assistance on television production, editing techniques, and basics of journalism.

Objective

The OSCE Mission in Kosovo requires the services of an experienced consultant to enhance the capacity select media outlet. The consultant will work for a period of fourteen (6) days with the media outlet, namely RTK 2 Roma, Ashkali, and Egyptian journalists.

Tasks and Responsibilities

The scope of the work performed by the consultant will include the following:

  • Facilitate a 2 day training course on television production, editing techniques, and professional journalism
  • Provide hands-on training on production and filming
  • Provide hands-on training on editing techniques and storytelling
  • Provide hands-on training on live television production
  • Equip participants with skills of contemporary journalism standards in television production
  • Prepare and deliver post-training report and evaluation

Deliverables:

After receiving information from the Media Section Project Manager on planned activities for Strengthening Production Capacity of Local Media, the local consultant will:

  • By 5th September the consultant will prepare and deliver timeline for 2 days of training for the media outlet
  • By 15 September the consultant will implement 2 days of training on television production for the media outlet
  • By 5th September the consultant will carry out two days of preparatory work to develop training program and prepare equipment
  • By 30 September the consultant will carry out two days of follow-up with media outlet and composing final evaluation report

Performance Indicators:

  • Final documents incorporating comments received from the Project Manager delivered on time in an appropriate format and quality as requested by the Project Manager
  • Consultancy implemented as stated above

Qualifications:

  • University degree in law, political science, journalism or other related field
  • Fifteen years of relevant professional experience in media/journalism and communication sector
  • Extensive experience in broadcasting journalism
  • Previous experience in training of journalists and editors
  • Knowledge of media development; ability to deal with media development in South-eastern Europe with particular knowledge of Kosovo media landscape
  • Extensive experience in functioning of broadcasting services
  • Professional knowledge of Serbian, Albanian and English
  • Computer literacy

Remuneration Package:

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
