Background
As an integral part of its broader mandate to promote and protect the property and housing rights, the OSCE Mission in Kosovo (the Mission) supports and advocates for compliance of policies and legislation with international standards and best practices, with particular focus on the rights of vulnerable communities.
Social housing is one of the fields affecting vulnerable communities and the housing programs still remain a challenge for both families in need and institutions. While there is a Law in place addressing social housing needs, its implementation has raised some concerns; municipalities’ lack of capacities to draft the social housing plans, lack of funds for social housing programs, non-unified process of construction of housing units, and lack of coordination between the donors and the responsible ministry - Ministry of Environment and Spatial Planning (MESP).
In order to address these concerns, the MESP has established a Working Group and initiated a process of amendment of “the Law on Housing Financing Specific Programs”. The aim is to address issues related to drafting of the social housing documents, the comprehensive coordination of the social housing policies, social housing financing, and the introduction of new social housing schemes in order to provide better inclusion of vulnerable groups as well to increase the public-private partnership for the construction and maintenance of social housing units. The amendment of the Law requires a good inter-institutional coordination, supported with proposals for creative and viable social housing solutions. Therefore, the Mission plans to support MESP in hiring a consultant with extensive experience in social housing, complemented with education or training in law and economics. To this end, the local consultant will be based in the MESP (department of Spatial Planning, Housing and Construction) and will be supervised by OSCE Project manager for a three months period (from July to September 2019). Specifically, the consultant’s primary duty will be to support drafting of the Law and to coordinate the inter-institutional process of amendment. The consultant’s second duty will be to provide creative social housing proposals, as well as legal and economic advices.

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
