The OSCE Mission to Serbia (OMiS) requires the services of one local consultant to support the implementation of the Novi Pazar city safety strategy while identifying areas to improve the general functioning of the Novi Pazar City Safety Council, in relation to the City Administration, City Assembly, and City Safety Council Members.
The project “Countering Violent Extremism and Radicalization Threats in Serbia through Community-Based Early Warning and Preventive Engagement” is aimed at establishing and consolidating a foundation for efforts to prevent and counter violent extremism and radicalization that can lead to terrorism (VERLT) in Serbia. Preventing and countering VERLT is recognized as a comprehensive and multi-faceted approach in the global fight against terrorism to which the Government of Serbia is committed. Supporting the capacity of local government and communities to be increasingly resilient to VERLT is a core element in this whole of society approach, for which municipal safety councils can serve a key role.
The Novi Pazar City Safety Council is dedicated to the development and improvement of all aspects of city safety and security. Special attention is dedicated to the creation of conditions for improvement of human safety which includes the protection of economic, environmental, health, political and any other safety of individuals and community. Rule of law, transparency and responsibility represent important instruments for promotion of human safety as well. The strategy adopted in 2016 serves as the guide on how to achieve a safe and secure living environment for all its inhabitants.

Tasks and Responsibilities |

|
In close co-operation with the OSCE Mission to Serbia’s Project Co-ordination team and the City Administration in Novi Pazar, the consultant will be required to perform the following tasks:
- Conduct a thorough review of the City Safety Strategy and Action Plan to identify areas that have been successfully implemented and those that require additional support, through desk research and consultations with local representatives;
- Conduct interviews with interested parties (both officials/civil servants and citizens) to identify perceptions and experience with the City Safety Council, in order to identify best practices, as well as recommendations for improved functioning;
- Work closely with the President of the City Safety Council to provide administrative and strategic support to the Council, including facilitating regular Council meetings, as well as day-to-day operations that support the implementation of the action plan;
- Identify a set of quick impact activities to support strategic objectives of the Council, in consultation with OMiS and city officials;
- Attend consultative meetings with OMiS and city administration officials, as required.
The Consultant will be based in Novi Pazar, working within the City Administration Office and the OSCE Mission to Serbia’s Office in Novi Pazar, as required.
To this end, the consultant will deliver the following, in close cooperation with the Project Coordination team:
- Short bi-monthly updates summarizing current status and upcoming activities;
- Agreement on initial work plan/calendar of activities;
- Interim recommendations and quick impact activity proposals;
- Final summary report of engagement with the City Safety Council and recommendations for improved functioning;
- Participation in consultative meeting with OSCE Mission to Serbia;
- Participation in auxiliary activities aimed at supporting City Safety Councils in southwest Serbia;
- Duty travel as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of Serbia;
- Completed university degree in a relevant field (political science, security studies, international relations, public administration, law); advanced degree desirable;
- Experience working with local government institutions, particularly in southwest Serbia, in Novi Pazar desirable;
- Experience working with diverse stakeholders (government, civil society, international community, media);
- Experience working with security institutions desirable;
- Ability to develop project concepts based on observed needs, and in consultation with key stakeholders. and proposals based on research findings and analysis;
- Ability to work independently and demonstrate initiative in pursuit of a shared goal;
- Strong project management and interpersonal skills;
- Professional fluency in Serbian, Bosnian and English;
- Computer literacy with practical experience in Microsoft package, including the ability to independently finalize a document for external use;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
- Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.

Remuneration Package |
|

|
The consultant will be employed for a period of 3 months (15 September 2018 – 14 December 2018) and will be remunerated a total amount not exceeding 1,545 EUR (515 EUR per month), commensurate to individual qualifications and experience, upon successful completion of the envisaged tasks.
The OSCE will also bear all travel expenses associated with the consultancy.
