Background
As part of its project Promoting Community rights and well-being through dialogue and understanding (Phase III), Activity 2.2, the OSCE Mission in Kosovo seeks to support the Office for Good Governance (OGG) within the Office of the Prime Minister in implementing and evaluating the government’s Strategy for the Inclusion of Roma and Ashkali communities 2017 – 2021. Particular focus will be paid to supporting and evaluating the work of municipal mechanisms established by the Strategy – Municipal Action Committees, as well as supporting the sectoral working groups at the government level. Best practices and lessons learnt will be used to support the development of a new government policy document.
Objective
The Consultant will support the OGG in co-ordinating and evaluating the work of Municipal Action Committees, as well as government sectoral working groups at the government level. The Consultant will also collect relevant data and statistics on Kosovo Roma, Kosovo Ashkali and Kosovo Egyptian communities, and prepare the content for a website providing information to members of the three communities. Finally, the consultant will prepare a short evaluation report used to inform the drafting of a follow-up policy document through incorporating best practices and lessons learnt from the current Strategy.
Tasks and Responsibilities
- Assist the OGG in co-ordinating and evaluating the work of Municipal Action Committees
- Assist the OGG in co-ordinating and evaluating the work of four government sectoral working groups
- Collect and collate relevant data and statistics on the Kosovo Roma, Kosovo Ashkali and Kosovo Egyptian communities
- Prepare the content for an OGG website providing information to members of the three communities
- Prepare a short evaluation report on the functioning of Municipal Action Committees with a focus on lessons learnt, best practices and concrete recommendations
- Present the finalized report in an OMiK-sponsored conference.
Deliverables
- By 21 April 2020, the Consultant will have prepared a detailed workplan in consultation with OGG and OMiK Activity Manager
- By 29 May 2020, the Consultant will have prepared a short evaluation report on the functioning of Municipal Action Committees with a focus on lessons learnt, best practices and concrete recommendations. The evaluation report will be shared with OGG and OMiK Activity Manager for comments
- By 12 June 2020, the Consultant will have prepared a final version of the evaluation report incorporating the comments from OGG and OMiK, and MS PowerPoint presentation summarizing the report in English
- By 30 June 2020, the Consultant will have assisted OMiK in preparation of a conference on Municipal Action Committees and orally presented the report using the MS PowerPoint presentation at the conference
- By 30 September 2020, the Consultant will have assisted OGG in co-ordinating the work of Municipal Action Committees and government sectoral working groups
- By 30 September 2020, the Consultant will have assisted OGG in collating pertinent statistics on Kosovo Roma, Kosovo Ashkali and Kosovo Egyptian communities
- By 30 September 2020, the Consultant will have prepared content for an OGG website providing information to members of the three communities
- By 30 September 2020, the Consultant will have prepared and submitted to the OGG and OMiK Activity Manager a final report on completed activities and tasks
Performance Indicators
- The Consultant’s work will be administered through a daily attendance record sheet
- The Consultant’s work will be assessed on the following basis
- Quality of the documents produced by the Consultant for each of the assignments, any other relevant documents
- Periodic meetings with OGG staff to discuss the Consultant’s progress
- Final report submitted by the Consultant to the OSCE Mission in Kosovo
Necessary Qualifications
- University degree in a relevant field, e.g. law, political science, social policy
- Minimum five years professional experience in policy design and/or policy evaluation
- Excellent knowledge of the community rights legal and policy framework in Kosovo
- Excellent drafting skills
- Excellent spoken and written English
- Excellent command of Albanian. Excellent command of Serbian is a strong asset
- Sound command of MS Word and MS PowerPoint.
- Desirable: Sound knowledge of the issues faced by members of Kosovo Roma, Kosovo Ashkali and Kosovo Egyptian communities. Direct professional or voluntary experience in the area is an asset
- Desirable: Professional experience in the civil society sector and/or in the civil service at either government or municipal level in Kosovo
Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates
