The National Concept of Environmental Security of the Kyrgyz Republic (the Concept) for the period up to 2020 was approved by the Decree of the President of the Kyrgyz Republic (No. 506) dated November 23, 2007.
Since the adoption of this Concept, serious changes in social development have taken place in the Kyrgyz Republic. The global Sustainable Development Goals-2030, new strategic documents for the state development have been adopted, significant changes have been made to environmental legislation. For instance, the country has declared a course towards climate-sustainable "green" development, a number of new international agreements on environmental protection and protocols to international environmental conventions have been signed, and a number of reforms have been carried out in the environmental management system. In this regard, by the Decree of the President of the Kyrgyz Republic “On measures to ensure environmental security and climate sustainability” dated March 16, 2021, it was instructed to develop and submit for consideration the draft of the new Concept within six months period.
In 2021, the POiB will continue to support the State Agency for Environmental Protection under the Ministry of Emergency Situations (SAEP) by developing the National Concept of Environmental Security of the Kyrgyz Republic to promote up-to-date, modern approaches to natural resources management and governance. The OSCE Programme Office in Bishkek will contract one national consultant to support the activities of the SAEP for the 3-month period. The expert will work on strategic planning and ecological management section of the National Concept of Environmental Security of the Kyrgyz Republic.
Objective
The objective of the consultant’s work is to develop National Concept of Environmental Security of Kyrgyzstan and enhance operational and institutional capacities of the State Agency for Environmental Protection and the Government of Kyrgyzstan in addressing environmental issues in the country.

Tasks and Responsibilities |

|
|
|
Under the supervision of the Program Manager, the Consultant will perform the following tasks:
- Conducting analysis and assessment of existing National Concept of Environmental Security for relevance of the priority areas stated in it;
- Conducting analysis of the current situation on each subject, which should reflect an assessment of the state of environment, management of environmental protection system, existing key problems, analysis of current environmental policy and legislation;
- Analysis of international trends and best strategic practices of developing long-term policies for environmentally sustainable development, and environmental security relevant for conditions of Kyrgyzstan, develop new priority directions and necessary measures to achieve environmental security in Kyrgyzstan;
- Developing a system of outcomes and impact expected as a result of implementation of the Concept. Expected results should be formulated in qualitative and/or quantitative terms, preferably in relation to international ratings;
- Developing the Concept implementation stages, with identification of approximate deadlines for achievement of each task;
- Preparation of requests and letters to government bodies for obtaining necessary information on the implementation of existing National Concept of Environmental Security-2020;
- Constant coordination with the staff of the SAEP and other involved ministries and departments;
- Preparation of sections (description of the current situation, tasks and further steps) of the draft National Concept of Environmental Security of Kyrgyzstan;
- Integration of SDG targets and indicators, conclusions of the National Voluntary Review (NVR-2020) of achieving the Sustainable Development Goals in Kyrgyzstan, obligations under environmental conventions and agreements into chapter drafts;
- Organizing and conducting consultations, three round table discussions for stakeholders (agendas, list of participants, invitations to participants, logistics, meeting minutes), prepare presentations on each section drafts at these events;
- Incorporate stakeholders’’ feedback and finalize section drafts of the Concept;
- Providing assistance in drafting resolution of the Government of Kyrgyzstan on the approval of the Concept and provision of advisory and technical support at the entire stage of coordination with government agencies and consideration in the Apparatus of the Government of Kyrgyzstan;
- Development of templates for sections content, including a system criteria for assessing changes;
- Coordination of the work of experts, including thematic guidance and cooperation with government bodies;
- Formation of directions and tasks in the field of environmental protection management (state control, licensing, monitoring, expertise, public control, environmental assessment, etc.) and conduct analysis of the regulatory system for ensuring environmental security;
- Development of a section on the formation of unified system for management of environmental protection and ensuring environmental security defining challenges, risks, tasks and measures;
- Compiling sections and editing of the Concept draft.

Necessary Qualifications |
|
|
|
|
|
|
|
- Higher education in ecology or natural sciences;
- At least 10 years of analytical experience in ecological sphere;
- Previous experience in developing strategic environmental documents (at least 3 documents);
- Experience in collaborating with national consultants, state bodies, civil society organizations;
- High familiarity with policy processes and policy making in the Kyrgyzstan context;
- Ability to lead and facilitate multi-stakeholder consultation processes and dialogues, to communicate effectively and build trust;
- Strong analytical, synthesis, report editing and writing skills in Russian;
- Exposure to environmental issues or nature resource management desirable;
- Sound understanding of key software packages (MS Office);
- Experience in delivering trainings and developing methodological materials;
- Excellent organizational and communication skills.
