Background  

Local Consultant in Serbian Language will be engaged in municipalities Gjilan/Gnjilane and Prishtinë/Priština regions

The Language Acquisition project was initiated by the Office of the OSCE High Commissioner on National Minorities (HCNM) in 2011. Through this project, a number of multi-ethnic municipalities benefitted from tailored official language courses for municipal officials. In 2019, the OSCE Mission in Kosovo (OMiK) will be implementing the Language Acquisition project in the Serbian language in selected municipalities in Gjilan/Gnjilane and Prishtinë/Priština regions.

For this purpose, OMiK will hire a Local Consultant/Lecturer to deliver Serbian language courses to selected municipal officials in Gjilan/Gnjilane and Prishtinë/Priština regions. The courses will consist of 96 school hours and will be delivered between 15 April and 13 December 2019, with two 45 min classes held twice a week in each municipality.

As part of the assignment, Local Consultant will prepare and submit reports on progress and completion of the language courses to OMiK. One of the main conditions for the selection of Lecturer is previous experience in teaching the Serbian language to non-mother tongue speakers from communities in Kosovo.

Objective

To completely deliver Serbian language courses in selected municipalities in Gjilan/Gnjilane and Prishtinë/Priština regions.

Tasks and Responsibilities    

Local Consultant/ Lecturer will have to complete the following tasks:

  • Based on provided training programmes and materials, prepare a detailed course plan and conduct preparatory course work accordingly
  • Deliver Serbian language courses to selected municipal officials in designated municipalities, as per the conditions specified in the ToR
  • Prepare a final test for the participants and evaluate their acquired knowledge
  • Prepare periodical brief progress reports and a final report upon the course completion.

Deliverables

  • In the week 15 – 19 April, Local Consultant/ Lecturer will prepare course plans  and share them with OMiK as well as start to deliver the courses: two classes twice a week (four 45 min classes per week in total) until 28 June, in each municipality
  • In the week 2 September – 6 September, Local Consultant will resume with the courses after summer break, and complete the course delivery including a final assessment by13 December
  • Local Consultant/ Lecturer will submit short progress reports including attendance sheets signed by the beneficiaries on the following dates: 20 May, , 1 July, 9 September (a week after the course resumption upon summer break), 14 October, 11 November
  • At the end of the assignment: Local Consultant/ Lecturer will submit a final evaluation report upon completion of the courses by 16 December

Performance Indicators

  • Detailed course plan developed by Local Consultant/ Lecturer
  • Brief progress reports submitted by Local Consultant/ Lecturer approximately every three weeks including attendance sheets signed by the course participants
  • Final reports submitted by Local Consultant/ Lecturer upon the completion of the courses

Necessary Qualifications     

  • University degree in languages, pedagogy/education or similar
  • Minimum 5 years of demonstrable professional experience in lecturing Serbian
  • Experience in teaching Serbian to members of non-Serbian communities in Kosovo
  • Knowledge of  Albanian
  • Ability to travel independently throughout Kosovo

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
